Description
This is a market survey for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited. The Government will utilize the information provided only to develop the acquisition strategy for future requirements. All information submitted will be held in a confidential status. Description Destructor Explosive Universal M10 NSN 1375 00 028 5171 M241 P/N 9216189. The technical data package is Distribution D. For the purposes of this market survey the M10 technical data package will be made available to assist in responding to this survey. All respondents to this market survey should show they have certification to receive export controlled technical data including drawings restricted by Distributions Statement D and must have facilities with sufficient safety clearance to handle hazard classifications i.e. 1.3G. The TDP for this fuze is approved for distribution to U.S. contractors only. Export restrictions apply. Your request shall include a certified DD Form 2345 Militarily Critical Data Agreement or your JCP number company name POC address and phone number. If you would like the TDP CD to be sent to you via FEDEX please provide your companies FEDEX number. The M10 Universal Destructor is used primarily to initiate the high explosive main charge in unfuzed bombs and artillery projectiles in place. The destructor is designed to accommodate any ammunition with 1.5 inch 1.7 inch or 2 inch fuze wells. The M10 is an adapter booster assembly consisting of a metal ammunition bushing a metal booster assembly a metal activator bushing and a metal blasting cap bushing. The ammunition bushing is threaded externally to fit 1.7 inch or 2 inch diameter fuze wells. Internally it is threaded to mate with the metal booster cups filled with Comp A3 pellets. The booster cups threaded together to form an assembly are attached at the forward end to an activator bushing. The Comp A3 pellets in the forward cup have center holes designed to accommodate a blasting cap or activator. The 1.5 inch external thread which accepts the activator can be threaded into a 1.5 inch fuze cavity. The activator bushing threaded to accept an M1 activator is assembled at the forward end to a blasting cap bushing which will accept any standard firing device. Upon activation by blasting cap or M1 activator the Comp A 3 pellets in the booster explode. The resulting detonating wave initiates the explosive filled target. During shipment and storage the blasting cap bushing is sealed with a closing plug and cork gasket. Critical skills required in manufacturing the M10 include the ability to machine metal parts and press Comp A 3 pellets. Interested companies who feel they have the necessary capabilities should respond by providing the Government the following information in the time-frame established below a brief summary of the companys capabilities description of facilities business size as it applies to NAICS code 332993 Ammunition except Small Arms Manufacturing size standard 1500 employees personnel and related manufacturing experience economical capacity 1 shift and maximum shift monthly production quantities with associated prices and lead-times and the minimum procurement quantity MPQ required for which the company might submit a bid. Additionally interested companies should note if manufacturing resources are shared with other item production lines and identify the approximate amount shared. A respondent to this market survey must have available the skills that are required to manufacture this item. If a respondent does not have adequate resources technical manufacturing personnel etc. available the respondent must be able to demonstrate and should describe their ability to obtain those resources in a timely fashion. If a respondent chooses to utilize the services of sub tier vendors or subcontractors those vendors or subcontractors should be stated in the response and must also meet these criteria. Interested companies should also include a Rough Order of Magnitude ROM for quantities of 1000 each and 30000 each M10s. All contractors interested in this potential future solicitation must be registered in the Central Contractor Registration Database. Interested parties have 30 calendar days from the date of this publication to submit information to be considered in the development of the acquisition strategy for this item.
