- Description
- NASA/LaRC has a requirement for DaVis Particle Image Velocimetry (PIV) andcalibration plate to include the following: five (5) licenses for PIV processingsoftware, 1 job each and one (1) calibration target for stereo PIV, 1 job each.NASA/LaRC intends to purchase the items from LaVision Inc. as they are the only knownsource available for this requirement. PIV is currently used in wind tunnel testing todetermine flow velocities and turbulence quantities. If this software is not procured,NASA will be unable to make scheduled milestones and deliverables. It would take asubstantial amount of time and money to duplicate this effort.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon 5/15/2009. Such capabilities/qualifications will be evaluated solely for the purposeof determining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
