Description
In compliance with the transparency and accountability requirements associated with the supplemental appropriations provided by the American Recovery and Re-Investment Act of 2009, Pub. L 111-5, THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. IAW FAR 5.704, Publicizing - Preaward, the Government posts this notice of intent to issue a modification to existing Department of State task order SAQMMA07F2149 under Indefinite Delivery, Indefinite Quantity contract SAQMPD07D0095 with Worldwide Information Network Systems (WINS), 7404 Executive Place, Suite 400, Seabrook, MD 20706-6228. The Project Description is as follows: The project shall provide O&M support and maintain the Department of State standard IT platform/infrastructure in support of both domestic and internationally based Department of State offices. The Contractor will receive Thin Client, Citrix, and FilesX training at GITM facilities in Springfield, Virginia, and will provide Tier 2 O&M support. The original order was awarded as a competitive task order in the 8(a) set-aside pool between the ten Department of State Hybrid Information Technology Services for State (HITSS) 8(a) contractors. The rationale for using other than a fixed-price approach is that the level of effort for the required IT services depends on variables that were not known prior to task issuance and neither the Government nor the Contractor were able to estimate the extent or duration of work with any reasonable degree of confidence. Because of the uncertainty of the work, a fixed price task order could not be reasonably negotiated and only a labor-hour contract could be reasonably awarded. Total value of this labor-hour modification is $1,188,119.
