- NASA/KSC has a requirement for two (2) JCI 155v5 Charge Decay Test Units.NASA/KSC intends to purchase the items from Monroe Electronics. The JCI 155v5 ChargeDecay Test Units are direct replacements (SPARES) for units currently in use in the KSCElectrostatics and Surface Physics Laboratory (ESPL). The current units in place are theJCI 176 Charge Measuring Sample Support Unit and JCI 255 Calibrator Unit. Any othercharge decay measuring device would not work with this equipment. In addition, to ourknowledge, Monroe Electronics is the only US vendor of JCI equipment. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to jessica.r.paglialonga@nasa.gov not later than 4:30 p.m. local timeon Wednesday, May 20, 2009. Such capabilities/qualifications will be evaluated solelyfor the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the government.Oral communications are not acceptable in response to this notice. All questions must besubmitted in writing to jessica.r.paglialonga@nasa.gov.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
