Description
This is a SOURCES SOUGHT SYNOPSIS. The U. S. Army Corps of Engineers, Savannah District is seeking potential sources for design, installation and put into operation a reservoir oxygenation system to improve dissolved oxygen content approximately five (5) miles upstream from J. Strom Thurmond Dam (JST) in Modoc, South Carolina. Contractor shall evaluate the oxygen supply facility specifications and suggest changes as necessary to meet specific diffuser system requirements. Contractor shall supply and install supply piping necessary for the reservoir diffuser from a piping interface point downstream of the flow control manifold. Contractor shall initially operate system and demonstrate capability to achieve design conditions during a performance test. Contractor shall provide onsite training and copies of an owner's manual. The NAICS Code is 237990, with a size standard of $33.5. No solicitation is currently available. Specific requirements are as follows: 1) The diffuser system shall be capable of maintaining a minimum of one mile of striped bass habitat (temperature 18 to 24 degrees C, dissolved oxygen greater than or equal to 5 mg/l in the system vicinity from June 1 to September 30, a minimum of four miles of enhanced deepwater habitat (temperature 18 to 24 degrees C, dissolved oxygen greater than or equal to 3 mg/l) in lower JST lake from June 1 to September 30 and a minimum of 3 mg/l dissolved oxygen at JST Dam intake from June 1 until fall turnover by November 1. The diffuser system shall have the capability to handle up to 200 tons per day (tpd) of oxygen. Modeling results indicate that the diffuser system may contain a total of 7 diffuser lines containing approximately 3,000 meters of diffuser line and 7,000 to 8,000 meters of supply line. Emphasis should be placed on distributing the oxygen between elevations 280 and 300 feet msl (full pool at JST is elevation 330 feet msl). The system must have the flexibility to operate efficiently at flows as low as 10 tpd and as high as 200 tpd and still meet the system objectives. This notice is to assist the Savannah District Corps of Engineers in determine potential sources only. This sources sought synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information solicited.
