Description
This is a request for Standard Form 330, not a request for proposal. Provide Professional Architectural Engineering Design services for Project 578-09-009 for a Energy Plant Feasibility Study at the Edward Hines Jr. VA Hospital, Hines, Illinois. Work includes, but is not limited to, identifying means of significantly reducing energy usage and costs while replacing aging mechanical and electrical systems. Specifically, an investigative study of all possible options and recommendations concerning the replacement of the existing boiler plant necessary to develop a plan for the retirement and replacement in order to meet future utility requirements of the medical center. Some specific tasks include, but are not limited to; investigative efforts to include research of existing facility records, past/current steam demands, site visits, evaluate current steam demands/requirement, identify options for future steam requirements, evaluation condition of steam distribution system, equipment specifications, evaluation of operating costs, schematic layouts and drawings, economic analysis, provide life-cycle cost analysis, develop plans for identified options and recommendations, publish narrative that documents analysis, cost estimates, identify and analyze trade-offs for each option, phasing plans, site surveys, soil borings, lead surveys and any other pertinent information affecting determination of boiler plant replacement and/or alternative options. Completion timeframe for this project is 270 calendar days from date of contract award. Submission of design development and construction document submittals are not a part of this Scope of Work. Area of consideration is restricted to 100 miles of the Hines VA Hospital, Hines, Illinois. Submit two (2) copies of SF 330 with appropriate documentation by close of business June 5, 2009. Selection criteria will be based on: (1) specialized experience and technical competence of the firm (including a joint venture or association) with the type of design required. Specifically, the firm must cite engineering projects in recent years of boiler plants, economic analysis and feasibility studies. (2) specific experience and qualifications of personnel proposed for assignment to the project and working together as a team. Specific experiences to be evaluated are engineering projects in recent years of boiler plants, economic analysis and feasibility studies. (3) Professional capacity of the firm to perform work (including any specialized services) within the time limitations. (4) Demonstrate success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design. (5) Geographic location and facilities of the working office(s) which would provide the professional services and familiarity with the area in which the project is located. No bid packages are available. This is not a Request for Proposal (RFP). NAIC #541330 applies. Award is subject to the availability of funds.
