- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/homepage.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. The U.S. Government intends to procure on a sole source basis from NAMMO AS, Raufoss, Norway, MK314 MOD0 40mm x 53mm programmable airburst ammunition cartridges. The MK314 MOD0 ammunition must be capable of being fired from a MK47 MOD0 Advanced Lightweight Grenade Launcher (ALGL) while linked together by M16A2 links or other link system compatible with the ALGL, with 32 rounds per PA120 container. The ammunition must have High Explosive, Dual Purpose (HEDP) capabilities equal to or greater than currently fielded M430A1 HEDP in terms of armor penetration and lethal area in point detonation mode. The MK314 ammunition must be capable of being programmed to airburst at discrete distances between the ranges of 100 to 1800 meters when fired from the ALGL, with the programmed airburst distance determined by signals received through galvanic contacts in the ALGL barrel from the ALGL fire control, the AN/PWG-1 Lightweight Video Sight (LVS), while the cartridges are being fired in ! either single shot or burst modes. The ammunition must meet the safety requirements required by the U.S. Navy Weapon Systems Explosive Safety Review Board (WSESRB) for certification and release to the users. The fuze must be compliant with the latest revision of MIL-STD-1316 for a dual safe design, and meet the safety requirements of the Joint Services Fuze Board, which is a fuze board represented by all military services. Energetics used in the design must be accepted by the Fuze Energetics Material Evaluation Board (FEMEB), and the Joint Services Insensitive Munitions Technical Panel (JSIMTP). The ammunition will be required to meet specific U.S. safety and performance criteria (action time, chamber pressure, cartridge case integrity, etc.) to allow successful function within the design limits of the MK47 ALGL system. This contract action is for five-year Indefinite Delivery Indefinite Quantity (IDIQ) with a contact minimum of 960 rounds and a not to exceed amount $1! 1.5M. Delivery will be required to commence180 days after order. All responsible sources may submit a proposal, which shall be considered by the agency.
