- This announcement is for the purpose of soliciting contractors interested in submitting a proposal to provide design-build construction services for the FY 09 Temporary West Munitions Storage Area (MSA) at Al Udeid Air Base in the State of Qatar. Project Scope: The project consists of the design and construction of earthen storage pads, earthen berms, gravel access roads, road and pad lighting, a perimeter security fence, a guard house and related site improvements and utilities. The work site is located at Al Udeid Air Base in the State of Qatar. The expected contract duration is between 14 and 17 months. The magnitude of this construction project is between $10,000,000 and $25,000,000. Funds for this acquisition are included in the fiscal year 2009 Congressional Military Construction appropriation. This is a design-build project. Additional Requirements: The contractor shall be licensed to conduct business in the State of Qatar or demonstrate the ability to be licensed at contract award and will comply with the laws and regulations of the State of Qatar to become licensed. Plans and Specifications: Two (2) sets of the solicitation will be issued on compact disk (CD) to prime contractors at no cost. The solicitation will not be provided to subcontractors, suppliers, vendors or plan rooms. The solicitation will not be available over the internet. Subcontractors, suppliers and vendors may request a copy of the plan holders list, after the RFP is issued, in order to contact prime contractors regarding business opportunities. Contracting Procedures: The solicitation will be a request for proposal (RFP). Contract award will be based upon a best value analysis of all proposals. Complete evaluation criteria will be conveyed within the RFP. One or more of the items in the project scope may appear in the solicitation as an option item. The contract is to be awarded on a firm-fixed price basis only. Since the contract will be funded by a military construction appropriation the RFP will contain DFARS provision 252.236-7010, Overseas Military Construction-Preference for United States Firms. This provision states, in part, that military construction contracts funded by a military construction appropriation that are estimated to exceed $1,000,000 and are to be performed in countries bordering the Arabian Gulf shall be awarded only to US firms, unless, the lowest responsive and responsible offer of a US firm exceeds the lowest responsive and responsible offer of a foreign firm by more than twenty percent. Offers from firms that do not qualify as United States firms will be evaluated by adding 20 percent to the offer. U.S. Contractor Defined: To be considered a U.S. firm, the firm must be incorporated and have its corporate headquarters in the U.S.; have filed corporate and employment tax returns in the U.S. for a minimum of two (2) years (if required) and have filed State and Federal income tax returns (if required) for 2 years; have paid any applicable taxes determined to be due as a result of such filings; and employ U.S. citizens in key management positions. The tentative date for issuance of Request for Proposal (RFP) W912ER-09-R-0024 is May 21, 2009. The tentative date for a Pre-Proposal Conference and Site Visit is June 4, 2009. The tentative date for receipt of proposals is June 29, 2009. The tentative date to award the contract is August 3, 2009. Pre-proposal conference and site visit information: Attendance is limited to two (2) people per firm. Attendance is not mandatory. The site visit date is subject to change at any time due to air base operations. The construction site is located outside the air base therefore base passes are not required for the site visit. The location and time of the pre-proposal conference will be provided in the RFP. Contractors must register for the pre-proposal conference and site visit. Indicate on the request whether your firm is a prime contractor, JV, subcontractor, supplier, or vendor.
