Description
The VA Eastern Colorado Healthcare System (ECHCS) located in Denver, CO intends to negotiate sole source with St. Jude Medical S.C., Inc., to provide an EnSite three-dimensional electroanatomic arrhythmia mapping system. EnSite is the ideal mapping system for a monoplane fluoroscopy laboratory, such as the electrophysiology lab currently being established at the ECHCS. The unique characteristics of the EnSite are as follows: (1) Any electrophysiology diagnostic or ablation catheter can be visualized with EnSite, and multiple catheters can be visualized simultaneously; (2) The catheter localization technology with EnSite is based on very low-energy radio frequency energy localization from electrode patches on the chest; (3) There is no restriction to one particular vendor's catheters, which makes this system extraordinarily versatile, unlike any other mapping system; (4) Since all catheters can be visualized with EnSite, three-dimensional navigation can be achieved very easily and safely, minimizing the need for biplane real-time fluoroscopy imaging, thereby increasing efficiency and decreasing radiation exposure to patients and staff; (5) EnSite also has the option to use a non-contact mapping approach using a proprietary "array" catheter (available only with EnSite), which enables mapping localization of a single PAC or PVC, thereby making it possible to treat even difficult-to-induce arrhythmias when only single beats of the arrhythmia are seen; and (6) the algorithms for creating chamber geometry are excellent both by sweeping all catheters in the chamber in question, and the traditional point-by-point mapping is also possible, not offered by other mapping systems. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within ten (10) calendar days from publication of this notice will be considered by the Government. A Determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
