- The US Army Contracting Command, Rock Island Contracting Center, Rock Island, IL on behalf of the Office of the Project Manager for Combat Ammunition Systems, Picatinny Arsenal, New Jersey is conducting a market survey to identify potential sources that are capable of supplying any of the following Energetics: * Artillery Supplementary Charges: o 105mm M1/155mm M107/155mm M795 - This supplementary charge aids in the detonation of the explosive filler in an artillery round upon activation by a fuze. Supplementary charges are placed in the fuze well of all high explosive deep cavity rounds. The 105mm M1/155mm M107/155mm M795 supplementary charges consist of approximately.30 lbs of pressed TNT pellets in an aluminum body cup. o 155mm M1122 (PBXN9) - The M1122 supplementary charge aids in the detonation of the insensitive explosive filler in an artillery round upon activation by a fuze. The M1122 is placed in the fuze well of rounds filled with an insensitive munition (IM) explosive fill. The M1122 supplementary charge consists of pressed PBXN9 pellets in an aluminum body cup. The PBXN9 will be provided as government furnished material. * Artillery Propelling Charges/LAP: o 105mm M67 - The M67 propelling charge is a seven increment bag design used in 105mm howitzers to fire zones 1 through 7. The charge bags are filled with M1 propellant (single perforated and multi-perforated) and are fastened together by thread. The M67 charge is initiated by a primer, building rapidly expanding gases to propel a projectile through a howitzer tube to reach a target or function point. The M1 propellant will be provided as government furnished material. o 105mm M200 - The M200 propelling charge is a single increment bag design used in 105mm howitzers to fire zone 8. The charge bag is filled with 4.46 lbs of triple base M30 propellant. The M200 charge is initiated by a primer, building rapidly expanding gases to propel a projectile through a howitzer tube to reach a target or function point. o 105mm XM350 - The XM350 propelling charge is a six increment bag design currently in development to be used in 105mm howitzers to fire zones 1 - 8. The charge bags will be filled with a TBD hybrid propellant. The XM350 charge is initiated by a primer, building rapidly expanding gases to propel a projectile through a howitzer barrel to reach a target or function point. The hybrid propellant will be provided as government furnished material. * Artillery Primer: o 105mm M28A2 and 105mm M28B2 - The M28 series primers are used to initiate propelling charges in 105mm Cartridges. The primers consist of a brass (M28A2) or steel (M28B2) black powder filled perforated body tube attached to a head assembly which contains an M61 percussion primer. The M61 primer is initiated by a howitzer firing pin which in turn ignites the black powder in the body tube which initiates the propelling charge. The Government anticipates soliciting offerors for award of multiple Firm Fixed Price Indefinite Delivery/Indefinite Quantity (IDIQ) contracts to deliver the Army, Air Force and Marine Corps FY10-FY19 Energetics production requirements. It is anticipated that multiple IDIQ contracts will be awarded for a basic period of five years with an option that may be exercised to extend each contract for an additional five year period. Potential contractors possessing the technical, financial and facility resources necessary to meet the Governments requirements will initially be qualified by being awarded an IDIQ contract and then compete for delivery orders as requirements arise. All facilities must have safety clearance to handle hazard classifications (i.e. 1.3G). Interested contractors should demonstrate that they possess the experience and capability, or that they can obtain such, necessary to fabricate, assemble and inspect the required quantities of Energetics and obtain the necessary equipment, facilities and tooling required to fabricate and deliver these Energetics at a high rate of production. For purposes of this market survey, the following approximate quantities represent a high rate of monthly production for each item: * Artillery Supplementary Charges: o 105mm M1/155mm M107/155mm M795 70,000 each o 155mm M1122 (PBXN9) 20,000 each * Artillery Propelling Charges/LAP: o 105mm M67 25,000 each o 105mm M200 5,000 each o 105mm XM350 12,500 each * Artillery Primer: o 105mm M28A2 25,000 each o 105mm M28B2 25,000 each The information submitted may include an indication of willingness to invest in setting up a required production line. Contractors shall provide a summary of their companys capabilities including parent organizations, name/address/point of contact identification, capabilities, a description of facilities/equipment, manufacturing processes, inspection capability, personnel, past experience as a manufacturer, proven monthly production capacity and/or potential capacity, possible partnering/teaming arrangements and whether the company is a large or small business. Contractors shall also identify the specific item(s) that they are interested in when responding to this market survey. This market survey is for planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the US Government. The Government will not reimburse any respondent for any effort or information submitted in response to this sources sought. All information submitted will be held in a confidential status. The contractor shall provide all information requested in this notification within 15 days of this publication by electronic mail at no cost to the Government, to stephanie.boozer@us.army.mil. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey.
