- ProXRT, TerraSync 3.3, and PFOffice 4.1 Training for Technical Innovation and Professional Services (TIPS)Notice of Intent This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation (FAR) Part 6.302-1, for Other than Full and Open Competition and FAR Part 13.5, Test Program for Certain Commercial Items. The Office of Surface Mining, Western Region, 1999 Broadway, Denver, Colorado, 80202 has a requirement to procure the following item:Project ObjectiveTo provide specific ProXRT, TerraSync 3.3, and PFOffice 4.1 Training for the Office of Surface Mining (OSM), Technical Innovation and Professional Services (TIPS) program. This course will serve as the prototype for future TIPS training as an instructor-led course. BackgroundTIPS established a software application training program specific of the use of the software to support the Surface Mining Control and Reclamation Act - Title IV and V applications, including permitting analysis, AML reclamation design, construction and monitoring. TIPS software training is a cooperative State-Federal effort. These classes are specially designed to address mining specific applications, as requested by TIPS users and the TIPS steering committee, and therefore are uniquely different from courses available from the vendors and presented to the general public. The TerraSync and PFOffice software was adopted as TIPS core software in the 1990s. The software and training are available only from a sole source (i.e.Trimble Certified Trainer) through Trimble Navigation Ltd.Scope of Work1.Instructor must be a Trimble-certified trainer.2.Instructor must be available at short notice to train for May 19-20 in Albuquerque, NM3.The training course will be delivered using Trimble-certified training materials. 4.The training course will be delivered in Southwestern Indian Polytechnic Institute (SIPI) campus computer training facility located at 9169 Coors Blvd. NW, Albuquerque, New Mexico.5.The training course material must accomplish the following:a.Demonstrate correct use of the specified hardware and software.b.Provide lecture and hands-on computer engaged learning exercises and solutions.c.Address questions and projects of the attendees during the training course. OSM-Supplied Resources1.The Southwestern Indian Polytechnic Institute (SIPI) campus computer training facility located at 9169 Coors Blvd. NW, Albuquerque, New Mexico 87120 will host the training.2.OSM will supply training manuals for the course.3.The local contact at SIPI is Maggie Porter at 505-249-5297 (margaretlporter@gmail.com) Deliverables and Schedules:1.Prepare and deliver for OSM a Trimble ProXRT with TerraSync and PFOffice training course on May 19 and 20 in Albuquerque, NM at the Southwestern Indian Polytechnic Institute. The course:a.is two (2) days in length;b.provides an introduction to the ProXRT hardware and TerraSync 3.3 software; c.provides an introduction to the PFOffice 4.1 software;d.provides instruction using lecture and hands-on computer exercises on the hardware and software.e.The contractor shall deliver the training course to up to Twelve (12) students.f.The training material will remain under the copyright of Trimble Navigation. The Government intends to award a sole source contract to:Frontier Precision, Inc., 2020 Frontier Drive, Bismarck, ND 58507 The Government will consider all responses received within 5 days after date of publication of this synopsis. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. This announcement is not a request for competitive proposals. Any response to this notice must show clear and convincing evidence, that competition would be advantageous to the Government in future procurements.
