- PRE-SOLICITATION NOTICE 09-0147: NAVSEA Indian Head, MD requires demilitarization and engineering support for the Navy, and other Department of Defense (DoD) and non-DoD customers. IHD/NSWC has also been tasked with research and development directed towards demilitarization of munitions and munitions components in a cost effective, safe, and environmentally friendly manner. The technical areas of interest include, but are not limited to, disassembly, removal, resource recovery and reuse (R3), destruction, waste stream treatment, and logistic capabilities. These services may also include research, studies, experimentations, and reports directed toward advancing the state-of-the-art, pilot-scale studies or prototype-scale demonstrations. Required support shall be provided in accordance with specific individually written Delivery Orders (DOs) issued by IHD/NSWC within the general scope of this Statement of Work (SOW). The contract is an Multiple Award Indefinite Del! ivery, Indefinite Quantity (IDIQ) type, with a period of performance of 12 months, and provisions for four 12 month option periods. This requirement is full and open competition with 10% HUB Zone Price Evaluation Preference. In addition, it will contain a 35% mandatory small business subcontracting provision of the total value contract for other than small business. The NAICS Code is 541990 with a size standard of $7,000,000.00. The FSC Code is R499. This solicitation notice is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable.
