Attachment C-Additional Terms and Conditions Attachment B-Salient Performance Characteristics Attachment A-CLIN Structure (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice, in conjunction with FAR 13.5-Test Program for Certain Commercial Items. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This is a Request for Quotation (RFQ) and the RFQ number is HQ0034-09-T-3050. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-031. (iv) The applicable NAICS code is 443120 and the size standard is $9,000,000. (v) Please see Attachment A to this RFQ for a list of contract line item number(s) and items, quantities and units of measure. (vi) The Government requires, on a brand name or equal basis, eleven (11) IBM Blade Servers Model LS42, six (6) IBM Blade Servers Model LS22, and five (5) IBM Blade Center Chassis E. The Government is not aware of any alternative products meeting the salient performance characteristics for these items, as specified in Attachment B to this RFQ. Offerors proposing non-brand name requirements must do so in accordance with FAR 52.211-6, as stated in Attachment C to this RFQ. (vii) The delivery period shall be 30 days from the date of contract award. (viii) The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. There is an addendum to this provision, which may be found at Attachment C to this RFQ. (ix) The Government contemplates the award of a single purchase order on a "low-price-technically-acceptable" basis. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (x) Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. (xi) The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition and an addendum to the clause may be found in Attachment C to this RFQ. (xii) A deviated version of the clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. It may be found in Attachment C to this RFQ. (xiii) Additional contract terms and conditions shall be applicable to this acquisition and they may be found in Attachment C. (xiv) Offers must be submitted via e-mail to adam.goldstein.ctr@whs.mil. The due date and time is 10:00am ET on Monday 18 May 2009.
