- The Federal Aviation Administration (FAA) Western Service Area is soliciting competitive proposals for a contractor provide for development of a Xeriscape Landscaping Design Services for the Los Angels Center (ZLA) Air Route Traffic Control Center located in Palmdale California, in accordance with the specifications, contract clauses, and applicable wage rates. The design should include features designed to improve employee morale and well being through the use of walking paths, exercise stations, and water features. A tiered evaluation of offers will be used in source selection for this contract, and offers from other-than small business concerns will only be considered after the determination that an insufficient number of offers from responsible small business concerns were received (see Part IV, Section M005 for details). The North American Industry Classification System (NAICS) code is 541320 (Landscape Architects). Additionally, this NAICS code for a small business is defined as a size standard with a maximum size standard of $7.0 million.
