Description
This is not a request for proposals. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. The United States Coast Guard, Aviation Logistics Center, Elizabeth City, NC has a need to implement an Earned Value Management System. In general, the Contractor will be responsible for the following: Identifying and furnishing an appropriate commerical EVMS software solution that is compatible with existing Primavera scheduling and SAS Data Warehouse costing software already in use at ALC. This solution will provide standard EVMS outputs per the ANSI/EIA Standard 748. Configuring the software solution to automate data acquisition from existing scheduling and costing software. Identifying and implementing a timekeeping system to allow contract labor to be applied to appropriate work packages for approximately 750 contract laborers. Current system only tracks approximately 750 civil service employees. Provide classroom and on the job training to 2-3 planning cell personnel in each of 4 product lines on defining work breakdown structure (WBS), setting up control account plans, and integrating with existing scheduling. Provide classroom and on the job training to 2-3 EVMS program management personnel that will allow them to maintain the EVMS and add new projects to the EVMS in the future. Provide classroom and on the job training to management personnel in the interpretation and use of EVMS output. Induct all current AC&I projects at ALC into the EVM system. This will include assisting with WBS definition, setting up control account plans, defining work packages and milestones, and entering all information into the EVMS software tools. The USCG desires that interested Contractors have a satisfactory past performance of successfully implementing a minimum of one similar project. After review of the responses to this sources sought announcement, and if the Government still plans to proceed with the acquisition, a solicitation announcement will be published on the Federal Business Opportunities website, www.fbo.gov. Responses to this sources sought synopsis are not an adequate response to any future solicitation announcement. All companies that can meet the requirement are encouraged to provide a capability statement, company literature, brochures, or any other information demonstrating that the requirement can be met. Telephone responses will NOT be accepted. Responses must be received no later than 3:00 p.m Eastern Time, on 20 May 2009. This notice is to assist the USCG in determining potential sources only. All firms responding to this sources sought notice are advised that their response to this notice is not a request to be considered for a contract award. All interested parties must respond to any subsequent solicitation announcement separately. Responses to the sources sought synopsis are NOT considered as a request to be added to a prospective offeror's list or to receive a copy of the solicitation. Reimbursement will not be made for any costs associated with providing information in response to this announcement and any follow-up information requests.
