Description
The National Institutes of Health (NIH) intends to negotiate under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b) sole source with The National Center of Excellence in Molecular Biology:The purpose of this procurement is to benefit from the expertise of NCEMB, Lahore, Pakistan and the personnel at CEMB. This contract is intended to fund several aspects of a continuing collaborative study regarding nonsyndromic hereditary hearing impairment being carried out among families in Pakistan. Continued clinical evaluation of the families needs to be performed. Continued enrollment of new families needs to occur. Another aspect of this contract is to benefit from the presence of a long established and highly respected research center in a region of the world where many families practice consanguinity. Personnel from the Center of Excellence will be allowed to come to the NIH for training as part of the collaboration established with Pakistan according to the guidelines sanctioned by our IRB, OPRR and the Division of International Relations, NIH Fogarty Center. DNA samples from all families that are enrolled in this study will be sent to the Laboratory of Molecular Genetics for analysis along with a copy of the signed Informed Consent and clinical data for each participant. These samples have proven invaluable for the identification of mutations in the genes causing hereditary hearing impairment. Again, this is a notice of intent to negotiate on a sole source basis withNational Center of Excellence in Molecular Biology for the continuation of services and is not a request for competitive proposals. The Government intends to issue a firm-fixed price purchase order for the services requested utilizing simplified acquisition procedures. Interested parties may identify their interest and capability to respond to the requirement or submit capability statements by email to Garnesl@od.nih.gov, Contract Specialist by May 11, 2009 at 1PM EST. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
