- Description
- The Naval Air Systems Command (NAVAIR) has a requirement for FRACAS and FMECA Effort for the Department of the Navy Large Aircraft Infrared Countermeasures (DoN LAIRCM) program. NAVAIR plans to award a sole source delivery order under NAVAIR BOA N00019-08-G-0012 to Northrop Grumman Corporation, Electronic Systems, Defensive Systems Division, Rolling Meadows, IL for the contractor to provide the necessary facilities, labor, and materials required to: a.Establish and maintain a Failure Reporting, Analysis and Corrective Actions Systems (FRACAS). The FRACAS shall include data collection, data management, control, and analyses, including failure analyses to determine the root cause of test failures and equipment malfunctions. The contractor shall develop recommended corrective actions and verification methods for all failures, malfunctions and deficiencies to include failures occurring during production and fielding and provide such recommendations to the Government. b.Provide a FMECA with failure rates quantified for all identified failure modes including updates for previously prepared AN/AAQ-24(V)25 FMEA/FMECAs to reflect failures identified. The contractor’s FRACAS field data collection shall include the following: •Providing engineering data for corrective action •Assessing historical reliability performance, such as mean time between failures (MTBF), mean time to repair (MTTR), availability, preventive maintenance, etc. •Developing patterns for deficiencies •Providing data for statistical analysis The contractor shall prepare a Failure, Mode, Effects and Criticality Analysis (FMECA) with failure rates quantified for all identified failure modes including updates for previously prepared FMEA/FMECAs to reflect failures identified for AN/AAQ-24(V)25 and Failure Reporting, Analysis, and Corrective Actions Systems (FRACAS). The contractor shall identify and evaluate the effects and criticality of hardware and software failures and safety hazards. This effort is being awarded on a sole source basis to Northrop Grumman Corporation, Electronic Systems, Defensive Systems Division, in accordance with FAR 6.302-1 because Northrop Grumman is the sole designer, developer, and manufacturer of the equipment addressed in this synopsis and no other supplies or services will satisfy agency requirements. In addition, Northrop Grumman Corporation owns a technical data package that is required for production of this equipment.
