Description

The 42nd Contracting Squadron at Maxwell AFB, Alabama 36112 is synopsizing a requirement and intends to award a sole source contract to Dr. Colin S. Gray for the following: To research the Analysis of Operational Airpower over the Past 20 years. Dr. Gray's originality of thought or innovativeness obtained from this previous research topic is required to successfully complete the required research topic, "Analysis of Operational Airpower over the Past 20 Years." A new company or individual would need extensive background knowledge, tested research techniques and a record of published works. Therefore, to award a contract to a company or individual other than Dr. Gray would result in substantial duplication of cost to the government that is not expected to be recovered through competition, and unacceptable delays in fulfilling AFRI's requirements. The North American Industry Classification System code is 611699 with a size standard of $7.0M. This will be a firm-fixed price contract.
