Description
Statement of Work Purpose This announcement is a Request for Information (RFI) only for the purposes of conducting market research and does not obligate the Bonneville Power Administration (BPA) in any way. This is not a request for proposal and BPA will not pay for any information submitted or for any expenses associated with providing information. Responses are due no later than June 5, 2009. Any information submitted by respondents to this RFI is strictly voluntary. Material submitted will be deemed proprietary to the extent permitted by applicable laws and regulations if so marked by the respondent. BPA's acquisition practices are not governed by the same rules and regulations of other federal agencies. BPA acquisitions are subject to the policies and procedures outlined in the Bonneville Purchasing Instructions (BPI) which is available for viewing at: http://www.bpa.gov/corporate/business/bpi/. Project Background BPA managers have authority to inquire into and to take administrative actions regarding the conduct of the employees in their workplace. BPA provides managers advice and assistance in that role through its Employee Relations and Office of General Counsel organizations. When managers wish to obtain competent investigative services for the gathering of information rather than to undertake the investigative process themselves, they can authorize Employee Relations or the Office of General Counsel to conduct an investigation. Objectives/Goals The goal of investigative services contracts is to provide assistance to BPA managers who in order to carry out the duties of their positions need to obtain timely and reliable information regarding a wide range of workplace issues, including but not limited to violations of law, BPA policy or other conduct standards applicable to BPA employees. Deliverables required by the contract may include (1) witness statements, documented in the manner required by the instructions, (2) documents obtained during the investigation with adequate reference (e.g., tabbing, exhibit designation, etc.), and (3) written or oral investigative report. Requested Information The vendor must be located in Washington or Oregon. Interested vendors may submit their capabilities and qualifications and any other pertinent information should they choose. Please see the Statement of Work attached for more information on BPA's requirements. At a minimum, please include the following information for your firm: a. Company name b. Address and website c.
