- Attachment J.4 Project Data Sheet Request For Proposal Attachment J.3 Contract Data Requirements List Attachment J.6 Small Business Subcontracting Plan Outline Attachment J.2 Performance Specification Attachment J.7 DD254 Contract Security Classification Specification Attachment J.1 Statement of Work Attachment J.5 Past Performance Questionnaire This proposed acquisition is for a multi-role enforcement aircraft (MEA) that is a commercially available pressurized multi-engine turbine-powered airplane that is currently in production and can be Federal Aviation Administration certified in the proposed mission configuration based on U.S. Customs and Border Protection (CBP) requirements as specified in this request for proposal (RFP). The proposed sensors shall be commercially available, operationally viable (demonstrable), easily upgradeable and fully supportable (parts, technical assistance, etc.) for up to 10 years beyond the delivery date of the aircraft. To reduce program costs and risk, the contractor should incorporate an open system architecture utilizing non-developmental item, commercial-off-the-shelf equipment to the maximum extent possible. In the interest of accountability and oversight, CBP intends to award a contract to a prime contractor for the end product (aircraft and integrated mission equipment). The proposed configuration should emphasize the maritime/ground surveillance missions and airborne tracker; however, design flexibility is needed to support ancillary missions such as airborne tracker, logistical support and signal intelligence collection. In the interest of accountability and oversight, CBP intends to award a contract to a prime contractor for the end product (aircraft and integrated mission equipment). The responses to this request for proposal shall be in accordance with the solicitation herein. Sources responding to this RFP should submit the necessary information for the government to make a determination that the source is capable of satisfying the requirements. Responses should be identified with Solicitation number HSBP1009R2336, and are due no later than 10:00 A.M. (EST) on June 22, 2009.
