- NIH-13-119j NIH-13-107l NIH-13-100s NIH-STD No. 4G NIH-13-106i Virgin WoodPulp Specs This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business manufacturing sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code (NAICS 339999) for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code of 339999 (Size Standard of 500 employees) should not submit a response to this notice. This Sources Sought Synopsis is in support of market research being conducted by the NIH to identify capable small business manufacturing sources for animal bedding to be shipped monthly to the National Institutes of Health at the Gaithersburg Distribution Center (16050 Industrial Drive, Suite 300, Gaithersburg, MD 20877). A.Background: The NIH typically uses approximately 65,000 bags of five types of bedding annually. In 2005, one quarter ($700 million) of the intramural NIH budget supported research projects using animals. Most of these animals were housed on some type of bedding. Laboratory animal bedding can affect the health of animals housed on it as well as the results of NIH’s research involving animals. The NRC “Guide for the Care and Use of laboratory Animals” states, “Animal bedding is a controllable environmental factor that can influence experimental data and animal well-being. Manufacturing, monitoring, and storage methods used by vendors should be considered when purchasing bedding products.” B.Purpose and Objectives: The objective of this future procurement is to purchase laboratory animal grade bedding and to eliminate any potential risk the bedding may cause to animal health and research. It is essential that the bedding be produced from non-toxic material and is not contaminated by toxic substances. ANY INTERESTED and CAPABLE small business manufacturer should submit a capability statement of the company along with applicable product lists which demonstrates the firm's ability to supply the products described above. Responses must reference the sources sought to Sources Sought Number HHS-NIH-OD/OLAO-SBSS-09-001 and include the following: (1) Name and Address of the Organization, (2) Size and type of business (8(a), HUBZone, SDVOSB, etc), (3) Point of contact with name, title, phone, fax and email, (4) DUNS number, (5) Contractors capability statement addressing the required items, (6) List of organizations to whom similar types of services have been previously provided to include contract number, dollar value, name and phone number of contracting officer, (7) Applicable Product list. ALL INFORMATION SUBMITTED IN RESPONSE TO THIS ANNOUNCEMENT MUST BE RECEIVED ON OR BEFORE THE CLOSING DATE. THE CLOSING DATE FOR RESPONSES IS DUE ON May 18, 2009 AT 3PM EST. Emailed capability statements are authorized (either in Microsoft Word or PDF), but it is up to the vendor to make certain that the email was received. All questions must be in writing and may be emailed to Zedekiah J. Worsham at worshamz@od.nih.gov. Mailed documents can be sent to the address listed in FedBizOpps.
