- The Kentucky Air National Guard intends to negotitate a sole source procurement to Harshaw Service Inc, 12700 Plantside Dr, Louisville, KY 40299-1918. This award will be to provide the purchase of a designed and installed Energy Measurement, Documentation, and Reporting System to meet the requirements of Executive Order 13423 issued January 2007. General Requirements: An advanced metering system that can measure, record and transmit data to a central On-Base storage site. The system must be capable of displaying energy consumption at any computer on Base in a graphical format. The Metering System shall be integrated with the Bases Facility Management Solutions system, FacilityONE, and the Building Automation system, TRANE and Capable of storing data locally 45days of 15 minute data (in case of communication failure), Report actual readings (hard numbers) to a central on base data collection point for storage. Additional characteristics are listed below. Collection and transmission of data: Provide and install everything necessary to collect and store data at an on base central location. Data collection shall include modes for scheduled and on-demand collections. Include a 100G external portable hard drive for back up. Data storage and back-up storage at the central on base collection point shall be adequate for 3 years of data. Back up central on base data storage with an external portable drive and/or to a separate network drive. System must have the capability to: Transmit from base to MAJCOM and/or Air Staff standardized reports via the Internet by authorized users and controlled passwords. Limited access of real-time data will be available by Internet using a web browser. Data will be exported in standard meter data comma delimited format such as Lodestar. Other acceptable data format will be XML from Oracle and SQL to XML enabled databases and programs such as Access and Excel. Export to an MS Excel spreadsheet in a define format. Export format shall include Bldg #, Bldg SF, peak monthly demand, total KWH, total MMCF, total MGAL, time interval of the report. Transmit in MS Excel spreadsheet the hourly demand with time stamp. Master Utility meters shall be installed to measure the total consumption of Electricity, Natural Gas and Water utilities and integrated with FacilityONE and Trane. The consumption of electricity, natural gas and water shall utilize existing equipment installed for buildings 100,200, 300, 400, 500, 510, 600, 610, 700, 800, 900 and 910. Bldg 610 Temporary Motor Pool - Connect the outputs of existing Electrical meter to Metering System, Install and connect measuring meters for Water and Gas utilities. Bldg. 810 FATS Building - Install and connect measuring meters for Water and Gas utilities. Bldg. 910 - Measuring meters for Electricity, Gas and Water utilities are being installed as part of Construction Project. Ensure that they are connected to the Metering System and measuring properly. Meter Specifications: Electrical Meters Digital/Solid State, Accuracy 0.5%, On-Board Data Logging, On site digital display, On request data collection, Readings every 15 minutes, Also near real time true RMS Voltage for all phases, Amps for all phases, KW, Frequency, Power Factor, Total Harmonic Distortion. Cumulative KWH and integrated KW. Gas Meters - Digital/Solid State, Accuracy 0.5%, On-Board Data Logging, On-site digital display, On-request data collection, Readings once a day, Measure Consumption. Water Meters - Digital/Solid State, Accuracy 0.5%, On-Board Data Logging, On-site digital display, On-request data collection, Readings once a day, Measure Consumption. Meter Maintenance & Calibration: Calibrate and proof of accuracy at time of installation and before acceptance. (Note: Future calibration would be ever five years) Provide minimum 4 hours of training to base personnel. Provide 1 year warranty on whole system. Provide minimum three site visits for follow up support. Design and installation of the metering system will incorporate all applicable codes and standards. Regulations that are in effect for the specific site at the time the specifications are prepared shall be incorporated. Documentation: CAD As-Built drawings must be completed and accepted by Engineering before project final acceptance and payment. Project submittals, product data sheets, wiring diagrams, installation drawings and instructions, maintenance manuals, proof of meter accuracy, warranty information and equipment data will be documented into the FacilityONE system as a condition of final acceptance and payment. This procurement is being made pursuant to 10 U.S.C. 234(c) 1 and FAR part 6.302-1, for other than full and open competition; only one responsible source and no other supplies or services will satisfy agency requirements. All interested sources must respond NLT 14 May 2009, 1000 Hours.
