Description
VISN 10 Contracting, Columbus, Ohio is seeking sources to provide Indefinite Delivery / Indefinite Quantity (IDIQ) Architectural/Engineering (AE) design services for multiple disciplines. The RFQ pre-solicitation announcement was posted on April 10, 2009. The following is a list of questions and answers received in response to the pre-solicitation notice. A/E IDIQ Technical Questions as of May 5, 2009: Question 1: Is a PDF submission acceptable for this project? Answer: Yes, PDF submission is acceptable. Question 2: Do you prefer that we submit solely as an architectural firm "without" the consulting disciplines, such as mechanical, electrical, structural, etc? Or would you prefer to see a complete "team"? Answer: Please submit a complete proposal to include all disciplines noted in the solicitation. Question 3: Is the area restriction on this really 20 miles? Answer: Yes, vendors must be within the 20 mile radius. Question 4: Could you confirm that this solicitation is for Columbus area firms? +- 20 miles? Answer: Please see number 3 above. Question 5: Can you confirm if a non 8a firm can pursue this project? Answer: No Question 6: In regards to subconsultants do they also have to be within a 20 mile radius of the project? Answer: If the sub-consultant is the primary discipline for a project, then yes, they should be within the 20 mile radius of the project. For example, on an electrical distribution project, the electrical consultant should be within the 20 mile radius. Question 7: Could you please let me know if the set aside is 100% for 8a or just a portion and it is competitive? Answer: It is 100% set aside for 8a competitive action. Question 8: What is Set Aside - (8a Competitive)? Answer: The 8(a) Program -- named for Section 8(a) of the Small Business Act - is a business development program created to help small disadvantaged businesses compete in the market place. Additional information can be located at www.sba.gov. Question 9: Is there a list of Ohio and U.S. architectural firms that are 8a? Where can I obtain this/these lists? Answer: We can offer the following sources: www.sba.gov and/or www.ccr.gov to locate a listing. Question 10: What does 8a competitive mean? Answer: Refer to question 8 above. Question 11: If this submittal requires an 8a competitive component, does the 8a certified firm have to take the lead / be prime? Or can the 8a competitive firm be a sub consultant to the lead firm that is not 8a competitive? Answer: The 8a company must be the prime contractor. Question 12: Does this RFQ require a minority component? Answer: No Question 13: Does this RFQ require a small business component? If the architect is required to meet the small business size standard (541310), then are the sub consultants also required to meet their respective industry small business size standards? Answer: Yes, an 8a firm must be certified by Small Business Administration. Yes. Question 14: If this is a presolicitation, what exactly is due on Thursday May 7, 2009? A letter of interest? An entire SF 330 RFQ submittal? Answer: Please refer to the public posting in FedBizOpps. The interested A/E firms must address the criteria as stated in RFP VA-250-09-RP-0121. Evaluation criteria are clearly noted in the posting.
