Description
NASA/LaRC has a requirement for an Equipment Shelter, one (1) ea. for housing ofscientific instrumentations. NASA/LaRC intends to purchase the items from EKTO Manufacturing Corporation, (EKTO), theonly known source available and no other type of shelter will satisfy agencyrequirements. The EKTO shelter is to be custom built to meet the required specificationsfor housing the Langley suite of instruments (including an AERI profiler, a NO2 columnspectrometer, an ozone monitor and NO2 in-situ monitors). The shelter should becompatible with the Virginia Department of Environmental Quality (VA-DEQ) for swappingin-situ monitors, and for housing Environmental Protective Agency (EPA) prototypemonitors that could be in installed in shelters in the State and Local Air MonitoringStations (SLAMS) network. Based upon extensive online market research of similarshelters, they are the only manufacturer that could produce a shelter to meet therequired specifications. It would take a substantial amount of time and money foranother source to provide a similar shelter, and these resources are not expected to berecovered through competition. The Government intends to acquire a commercial item using FAR Part 12Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon May 15, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
