- Description
- NASA/LaRC has a requirement for 1-year renewal licenses for 85 cpu's for theLS-DYNA software package. NASA/LaRC intends to purchase the items from Livermore Software Technology Corporation(LSTC). The LS-DYNA finite element code is used by the Structural Dynamics Branch (SDB)to perform debris impact analysis for Space Shuttle Oribter, Orion capsule landinganalysis, and crashworthiness under the Subsonic Rotary Wing Program. LSTC version of thecode is required for the developed models currently certified for shuttle missions. TheLS-DYNA was developed and marketed by LSTC. It would take a substantial amount of timeand money for another source to provide a similar software, and these resources are notexpected to be recovered through competition. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon May 18, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
