- This project involves A/E services for the Design and Monitoring services for the asbestos abatement in Buildings 1 and 3 at the Oneonta Job Corps Center. Significantly damaged asbestos pipe insulation is located in accessible locations in the kitchen, hallways, and maintenance shop in Building 1. Other minor quantities of asbestos are located on compressors and in the auto shop. Significantly damaged asbestos that is located in Buildings 1 and 3 should be removed and replaced. This pipe insulation is accessible to students and staff and has been damaged and found to be in poor condition. OSHA has cited this Center as recently as 2005 for these violations. This project and New York State law requires two separate contracts. The first, to hire a New York State-licensed Asbestos Project Designer to design the abatement and perform the daily monitoring of the project is subject to this notice. The actual abatement will be performed under a separate contract action. Firms must be capable of producing the design documents on AUTOCAD release 14 or higher. Specifications shall be provided in CSI Format and be MS-Word compatible. Total Design Time is 20 calendar weeks. Firms that meet the requirements descibed in this announcement are invited to submit two sets of a completed SF-330, Parts I and II: Part I Contract Specific Qualification is required for the prime architect-engineer firm to include projects related to the type and nature of work for which the firm was responsible to include brief resumes of key personnel expected to have major responsibilities for the project, and one copy of a current SF-330, Part II - Architect-Engineer Qualifications for itself and for each of its individual consulting firms. NOTE: The SF 330 Parts I and II are to be submitted by the prime even if they are currently on file. Facsimile copies will not be accepted. Only firms that submit the forms by the deadline 5/26/09 will be considered for review of qualifications. Failure to submit SF 330 Part I and II will render the submission unacceptable. The Asbestos Project Designer shall develop an acceptable quality design that must provide appropriate functional facilities at the lowest practical construction cost, with due consideration for safety and economy in maintenance and operation. The specified construction materials must be of quality that is consistent with the intended use of the facility, the center, and reflect local availability and construction skills. New materials and methods should be considered, but only if they provide an economic or functional advantage. Although this scope of work may identify specific elements of construction, it is the Asbestos Project Designer's responsibility to provide any and all elements which are incidental to provide a fully functional facility. The Asbestos Project Designer will also provide sufficient high quality photographs in digital and paper format to document the completed abatement. Pertinent factors for consideration of quailifications, listed in order of importance, for the Project Team, are (1) Qualifications of Assigned Project Personnel, which considers design capability; project management skills, and construction administration capability; (2) Specialized Experience of Assigned Project Personnel, (3) Capacity to Perform Work in the Required Time; (4) Past Performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules, for similar type projects, including past Federal Government projects, if applicable. Prior Job Corps experience should also be included; (5) Location (preference shall be given to Project Teams located in the general geographical area of the project, with knowledge of the locality of the project); and (6) Energy Efficiency/Waste Reduction Capabilities. Applicants are required to include a list of three references with telephone numbers and names of contact persons with their submittal. The Project Teams considered the most highly qualifed will have references checked. Project Teams still considered the most qualified following the reference checks will be interviewed. Applicants should include the Solicitation No. DOL099RP20692 of this FBO Notice with the location/center name in Block 3 of the SF-330 Part I - Contract Specific Qualifications. This is a 100 % Small Business Set-Aside. The NAICS Code is 541620, Environmental consulting services, and the Small Business Size Standard is $6.5 million. The firm should indicate in Block 5(b) of the SF-330-Part II that it is a Small Business concern as defined in the FAR. FAR Clause 52-219-14 LIMITATIONS ON SUBCONTRACTING will apply to this solicitation. At least 50% of the cost of contract peformance incurred for personnel shall be expended for employees of the concern. HUBZone, small disabled veterans, women-owned, small disadvantaged businesses, 8(a) businesses and small businesses are encouraged to submit.
