- This is a pre-solicitation notice for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Synopsis is as follows. A separate written solicitation M67400-09-R-0005 will be issued as a Request for Proposal on or after 04 May 2009. This solicitation is limited to local sources only located in Japan in accordance with FAR Sub-part 5.202(12). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-32 and Defense Acquisition Circular 91-13. DPAS Rating is DO-S10. The North American Industrial Classification System codes are 541930. Required Items and Descriptions are as follows. Translation of extracts from the Japanese Ministry of Defense's draft Environmental Impact Statement (EIS) documents for the Futenma Replacement Facility (FRF). Translations will be from Japanese to English in same or similar format. At present, the draft EIS exceeds 5,400 pages which include numerous geographic maps, graphs, data charts, summary tables, etc. After the Government identifies pages/sections for translation, the Contractor shall be responsible for determining the methods and techniques for the translation of documents to meet the Government's required completion date. In addition to translation of the Draft EIS's Executive Summary and selected extracts from the Draft EIS, it is anticipated that task orders (TO) may be issued for translation of academic and scientific publications and surveys not included in the Draft EIS, as well as translation of comments MOD receives on the draft EIS. This procurement constitutes Item 0001 with one (1) option period. CLIN 0001 (1001): Translation Service. Sub-Clin: 000101 --- Full Page - Greater than 400 Chracters.Sub-Clin: 000102 --- Half Page - Less than 400 Chracters.Sub-Clin: 000103 --- Graphic Page - Minimum Text. Note: This project will be performed in its entirety in the country of Japan. The government anticipates the need for direct coordination between the government reviewers and the contractor on draft translation texts. Contractor's must possess a Japanese business license or otherwise have authorization to perform services in Japan in accordance with DFARS 252.225.7042 Clause entitled, "Authorization to Perform". The Government may make single award to the responsible offer which is the most advantageous to the Government on the basis of best value evaluation process. The Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses apply to this acquisition. Responsible Offerors must be active in the Central Contractor Registration in accordance with DFARS 252.204-7004 unless you qualify under an exemption. DUNS, TIN and CAGE Code must be written on submitted proposal.
