Description
NAICS Code: 541990 In conducting risk assessments for the registration of pesticides, EPA's Office of Pesticide Program (within the Office of Prevention, Pesticides and Toxic Substances OPPTS)) utilizes the most comprehensive databases available for the general population. While such dataare valuable in determining risks associated with subgroups of the general population (e.g., children, women, those with high exposures), they are of limited value in assessing risk associated with subgroups such as Tribes that have unique diets and lifestyles. Models created to conduct OPPTS risk assessments are based on the underlying data in the databases for the general population.In 2002, EPA/OPPTS responded to the need to expand that capability to consider Native Americans and Alaskan Natives that practice traditional lifestyles (hunting, fishing, gathering, sweat lodges, etc.) into risk assessments. In order to consider tribal communitions, the decision was made to enhance on the existing scientifically peer-reviewed modes currently being used by regulatory agencies in the U.S. (including OPPTS) and internationally, as a risk assessment tool for pesticide and toxic substance regulatory management decision making. All LifeLine software and tools are free and available to anyone upon request or online at www.thelifelinegroup.org.As stated previously, the LifeLine Group was contracted to produce amendments to the basic LifeLine Software used by OPPTS. The LifeLine Group LLC is a non-profit organization and holds the copyright to the LifeLine software. The orginal contract 68W02051 provided for a pilot project do that the technical approaches for such modifications could be explored, as well as determine the probable availablity of necessary data and issues related to data access. That pilot project led to the follow-on contract EPW05016 with products that include: 1)LifeLine Customized Dietary Assessment Software; 2)Community-based Aggregate Risk Assessment Software;3) Dietary Record Generator; 4) Activity Record Generator;5) dietary and activity profiles for Alaska; and 6)multimedia tutorials. Contract EPW05016 ended 4/21/09. Several pilots have been conducted using the software and work continues to complete dietary and activity profiles for the Soutwest and Gulf Coast (EP07H001762 and EP08H001680, respectively).The LifeLine Group has demonstrated its commitment to this project which involves working closely with a variety of organizations, and most importantly, with Tribal communities. THey have the unique technical expertise needed for conducting risk assessments, model development and have a strong understanding of EPA policy and procedures around risk assessment. In addition to have the technical and policy expertise, the LifeLien Group has exhibited the ability to work in extremely sensitive situations, and has a good understanding of the issues surrounding Tribal communities and other focused populations with unique issues and sensitivities.This project continues to build on existing efforts already underway by the Office of Prevention, Pesticides, and Toxic Substances/EPA and the LifeLine Group. The LifeLine Group is the sole creator of the software (the software and approaches are the first of its kind; EPA has no knowledge of existing and similar efforts). As a result, only the LifeLine Group is able to peform the work of education and training of communities for the implement of the LifeLine community-based/Tribal tools. The Agency intends to award a sole source purchase order to The LifeLine Group to provide technical training on the use of the software and to assist in the education of the software to various communities (i.e. Science and other Agencies). The LifeLine Group is a unique source to the Agency.
