- This is a combined synopsis/solicitation for commercial items prepared under the authority of FAR 13.5, Test Program for Certain Commercial Items and in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The combined synopsis/solicitation number is SWHARC09Q0035. The associated North America Industry Classification System (NAICS) Code is 33314. This requirement is for the Narcotics Affairs Section, Quito Ecuador in support of the Ecuadorian Coast Guard. This requirement is for the procurement, delivery and training of, brand name or equal: 0001. 6 each Olympus K23000193-IV 7630X2N Piles IPLEX MX-R or equal. Videoscope for remote visual inspection, Olympus Mobile IPLEX MX R, brand name or equal, with the following salient characteristics: Slim (approximately ø4.4mm) outer diameter tube with a short (approximately 15mm hard tip) and a small curvature radius for insertion ease and convenient access. Insertion tube must be flexible and have crush resistance, Lightweight (approximately 10 pounds), able to be carried to the inspection site with a shoulder strap, Scope tip must be waterproof, with a light at the tip, able to record images for prosecution/evidence purposes, Image sensitivity for low light, and zoom capability, Ergonomic controls, such as joystick, Battery must provide approximately 2.5 hours of continuous operation and be rechargeable, Carrying case, Equipment must be waterproof (as drug smugglers hide contraband in liquids, like fuel tanks), and the light is necessary to see in dark spaces. The equipment must be able to record information that will assist as evidence in prosecutions, Scope tip is waterproof, has a light at the tip, and can record for prosecution/evidence purposes. It must be waterproof as drug smugglers hide contraband in liquids (like fuel tanks), and the light is absolutely necessary to see in dark spaces. The ability to record information will assist as evidence in prosecutions. The scope shall permit the end user to perform a thorough inspection of any vessel and allow the end user to inspect hidden compartments; Cable length should be Five to Eight feet. 0002. Training: The Contractor shall be required to provide on-site (Quito/Guayaquil) training on the use and care for the battery powered ultra-compact portable videoscope systems with LED technology (Model Olympus Mobile IPLEX MX R or equivalent). Training shall be conducted in Spanish by native speaker (or close substitute) for seven, 1-day classes with a maximum of 6 or 10 individuals per class consisting of operators in Quito/Guayaquil cities. The Contractor shall submit detailed training material description for the videoscopes with its quote for discussion, agreement, and incorporation of complete training program into the envisioned Purchase Order. The quote shall contain adequate information so that the Government can determine whether the proposed products meet or exceed all of the minimum salient characteristics for the Olympus IPLEX MX-R, or equal, and in accordance with the the FAR clause 52.211-6, Brand Name or Equal. The Government is not responsible for locating or securing any information, which is not identified in the quote. To ensure sufficient information is available, offerors shall furnish as part of their quote all descriptive material such as cuts, illustrations, drawings, or other information necessary for the Government to determine whether the proposed product meets the performance characteristics and specifications of the requirement. NOTE: TO BE CONSIDERED FOR AWARD, THE OFFEROR SHALL clearly identify the item by brand name, if any; make or model number; descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and provide an offer that provides all the information required by the BRAND NAME OR EQUAL CLAUSE CONTAINED IN THE RFQ as well as the other quote requirements contained in the RFQ. If the offeror proposes to modify an off-the-shelf product so as to conform to the requirement of this solicitation, the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications. The Government intends to award a firm, fixed price-type contract to the lowest priced, technically acceptable offeror. Offerors are requested to provide FOB Destination, firm-fixed pricing (FFP) with a delivery schedule no later than thirty (30) days after contract award. The delivery location will be to Just in Time Service, 11119 N.W. 122 Street Unit #8, Miami, FL 33178. The items being acquired will be donated to the government of the ultimate destination Ecuador. All items should, be export packed. Each box, carton, and package shall be marked as follows: American Embassy NAS Order # SWHARC09_________Quito Ecuador, Box # of #. One copy of the packing list and commercial invoice must accompany the shipment, attached to the outside of the “lead” or number one box/carton/package, or individually attached to the outside of each box/carton/package. If you have any problems in complying with these instructions, please contact the Contracting Officer. Please include a copy of the packing list with your original invoice to the Contracting Officer or other office designated in the order that will provide us advance information for Customs clearance purposes. PLEASE NOTE: This order is ultimately intended for an overseas destination. If the shipment will involve wood packaging material, then the packing and palletizing must conform to the standards in the International Standards for Phytosanitary Measures Publication No. 15: “Guidelines for Regulating Wood Packaging Material in International Trade” (ISPM 15) and have the appropriate markings indicating that the materials meet this standard. Any deliveries arriving at our indicated domestic delivery address that do not meet these standards will be rejected and must be corrected at the contractor’s expense. The provision at 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition. The provision at FAR 52.212-3(Alt.I) applies to this acquisition; an offeror shall complete only paragraph (j) of 52.212-3 if the offeror has completed the annual representations and certificates electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (b) through (i) of this provision and provide it with offers.The clause at 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition.
