- This is a Sources Sought Notice to determine the availability of potential small business (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business). The Centers for Disease Control and Prevention (CDC) intends to award a contract for a study to improve the government's ability to analyze new influenza viruses from human or animal sources for the purpose of assessing any potential threat to the health of the public. This project is entitled "Glycan Microarray Assays for Influenza Risk Assessment". CDC anticipates the award of a Fixed-Price contract, with a 36-month period of performance. The associated NAICS code is 541711. Absolute Criteria for Eligibility: The contractor must be able to demonstrate secured access to such intellectual property, know-how and tangible materials for the proposed services necessary to fulfill obligations under the contract, unencumbered by legal or patent constraints. In addition, proposals must document that the offeror: a. has access to appropriate facilities and equipment, as necessary to synthesize the glycans and analyze their properties; b. has access to appropriate facilities and equipment, as necessary to perform studies with influenza viruses in a BSL2 biocontainment laboratory environment; c. has produced similar glycan in comparable quantities in the recent past; d. has prior experience in the performance of microarray studies using viruses or similar particulate entities; and, e. has prior experience in handling infectious agents for microarray studies. Ability to meet the stated Absolute Criteria for Eligibility Responses must be submitted, via e-mail, not later than May 12, 2009. Capability statements will not be returned and will not be accepted after the due date. The maximum number of pages for submission is 10 pages. This Sources Sought Notice is information and planning purposes only and is not to be construed as a commitment by the Government. This is not a solicitation announcement for proposals.
