- Attachment is Technical Evaluation Criteria Solicitation # 1054698 The Food and Drug Administration (FDA) is seeking Full and Open Competition for vendors that can provide quotes/proposals. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, simplified acquisition procedures and the resultant of firm fixed price purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-31. This announcement constitutes the only solicitation and a written solicitation will not be issued. The synopsis, NAICS code 334516, is to notify contractors that the government intends to issue a Purchase Order in accordance with FAR Part 13.106, for the following statement of work, under the simplified acquisition procedures. The Food and Drug Administration intends to award a purchase order on a sole source basis to: Waters Technologies Inc. Not withstanding, any vendor that believes it is capable of providing the required service as stated herein may submit a capability statement to document its ability to provide the required product(s). A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. The Government reserves the right to award a contract without discussions if the Contracting Officer determines that the initial offer(s) is/are providing Best Value and discussions are not necessary. Project Title: Service Agreement for Waters Mass Spectrometer Background: The Spectroscopy and Mass Spectrometry Branch of the Division of Analytical Chemistry (ORS/DAC/SMSB) requires the procurement of a service contract to cover the maintenance and repair of three QTOF Premier Mass Spectrometers, two QTOF Micro Mass Spectrometers, two Quattro Premier Mass Spectrometers, one Quattro Micro Mass Spectrometer, one single quadrupole mass spectrometer, 2 NanoAcquity liquid chromatographs, and 3 Acquity liquid chromatographs within our division (serial numbers listed below). These instruments are critical to the development of methods for food safety, food defense and dietary supplements programs. Because they are state-of-the-art instrumentation, they are highly computer controlled and only the most basic repairs can be performed by the end user. Since there are occasional problems that occur after the warranty period has expired, and because we require rapid turn around on these repairs, we request the purchase of a service contract to cover these instruments. Requirements: 1.Service and Preventive Maintenance Contract (Part # WAT023894) a.To cover service calls and repairs, with 2 day turnaround for: i.QTOF Premier HAA-090 ii.QTOF Premier HAA-094 iii.QTOF Premier HAA-180 iv.TOF Micro YA-221 v.TOF Micro YA-040 vi.Quattro Premier VAA-019 vii.Quattro Premier VAB-327 viii.Quattro Premier QAA-300 ix.Single Quad LAA 1744 x.GCT Premier CAB 015 xi.NanoAcquity K06NPS 172M xii.NanoAcquity E06NPS 172M xiii.Acquity K06UPS 179M xiv.Acquity E05UPS 826N xv.Acquity F06UPS 910N b.To cover spare parts and the cost of software upgrades for these systems c.To cover the cost of preventive maintenance on these systems d.Charges can be accrued until a value of $50,000 is reached. Service and Preventative Maintenance Base Year plus Four option years CCR: Vendors must be registered in the Central Contractor Register (CCR) prior to the award of a contract.
