Description
This RFI is for planning purposes only and shall not be considered as an Invitation for Bid (IFB), Request for Quotation (RFQ), or request for proposal (RFP) or as an obligation on the part of the Government to acquire any products or services. Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the Army in developing its acquisition strategy and Statement of Work/Statement of Objectives and Performance Specifications. Parties responding to this RFI are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information submitted in response to this RFI. Description: Product Director Target Identification and Meteorological Sensors (PM TIMS) is contemplating award of a single 3 year Time & Materials IDIQ contract to provide technical and software development support for the Meteorological Measuring Set-Profiler (MMS-P) and Meteorological Measuring Set (MMS) Systems. Delivery Orders will be issued for each task. This effort is intended to be follow-on to contract W15P7T-04-D-L204 which is expiring in September 2009. Smiths Detection, 2202 Lakeside Blvd, Edgewood MD 21040-1102 is the Original Equipment manufacturer of the systems and software. The Government doesn't possess a complete Technical Data Package to include engineering drawings and final source code. Because of the above, the Governments current assessment is that only Smiths Detection can satisfy this requirement. Consequently, if no additional sources are identified that can meet the Government requirements, a sole source contract will be awarded to Smiths under the authority of FAR 6-302-1, Only One Responsible Source. Award of that contract is anticipated to be no later than Sep 09. This requirement will include activities for the preparation, review, and update of software, to include mesoscale meteorological models and software post processing, technical documentation, preparation of independent assessments and studies, engineering services and the coordination of hardware/software development activities and associated integration. In addition, the contractor will provide technical support and participate in demonstrations, technical evaluations, testing and fielding. Specific expertise of the system is required to perform the engineering support for this effort. Interested parties responding to this RFI should 1) have a strong background and detailed knowledge in meteorology and Field Artillery; 2) have a proven and demonstrated Profiler system integration capability; 3) have a demonstrated and detailed working knowledge of the MMS and MMS-P systems; 4) have a proven and demonstrated capability in complex systems hardware and software architecture with emphasis on meteorology and Field Artillery 5) Possess Secret Security Clearances. Interested parties possessing the capabilities outlined above are requested to provide the following information: 1.Corporate capabilities, past and current relevant performance information, available facilities and assets. 2.Technical and management approach for executing a follow on program. 3.An assessment of the associated risks for this program and respective risk mitigation approaches. 4.Name, telephone number, fax number, street address and e-mail address for Program, Technical and Cost points of contact information.
