- NAICS Code: 541380 The United States Environmental Protection Agency, Region 9, located at 75 Hawthorne Street, San Francisco, CA 94105 intends to award a purchase order under FAR Part 13 - Simplified Acquisition (under $100,000) to Edna L. Buchan. Ms. Buchan is uniquely qualified becasueshe is one of the founders of this program. Notwithstanding, any firm who believes it is capable of meeting EPA's requirements as stated herin may submit a resopnse, which if received prior to 4:00 P.M. Pacific Time, May 10, 2009 will be considered. A determination not to compete the proposed Purchase Order based upon responses is solely within the discretion of the Government. In 2007, US EPA Region IX Pacific Islands Office and the US Pacific Territorial Environmental Agencies (American Samoa EPA, CNMI DEQ, and Guam EPA) developed the US Freely Associated States (US FAS) Water Quality Laboratory and Laboratory Technician Certification Program modeled on the US EPA Laboratory Certification Program. This requirement is for technical support services required for continued implementation of the EPA/DOI US FAS Water Quality Laboratory and Laboratory Technician Certification Program and to provide a supplemental technical training program for US FAS Laboratory Managers. The technical support will be used to improve technical performance among water quality laboratories in the US FAS so that they gain capacity to protect the island populations from health risks associated with contaminated drinking water, contaminated shellfish, or contact with polluted coastal waters, and to enhance potential for vital economic developments. The consultant or firm shall assume the Program Manager role to continue to implement the EPA/DOI US Freely Associate States Water Quality Laboratory and Laboratory Technician Certification PRogram, and provide supplemental training program for FAS Laboratory Managers. At the completion of this project (December 2011), each of the six of the US FAS water quality laboratories will be certified for drinking water analysis and surface water analysis (marine and stream) for bacterial contamination, and all data produce by the labs will be recognized as scientifically valid (of known and acceptable precision and accuracy) and legally defensible. In addition, all US FAS laboratory managers will have received training to develop appropriate monitoring plans for drinking water and marine waters, and to produce effective data reports and public notices.
