- This synopsis is to announce that the Warner Robins Air Logistics Center (ALC), Robins AFB, GA, intends to negotiate, on a sole source basis, a modification to contract FA8522-08-C-0003 in order to acquire an organic maintenance/repair capability for the following components (including all form/fit/function variants) of the Joint Helmet Mounted Cueing System (AN/A24A-56): NSN Nomenclature 6150-01-469-7862AY Upper Helmet Vehicle Interface (Medium) 6150-01-469-7863AY Upper Helmet Vehicle Interface (Large) 6150-01-469-7865AY Upper Helmet Vehicle Interface (XLarge) 6150-01-521-6740AY Lower Helmet Vehicle Interface (F-18) 6150-01-504-5576AY Lower Helmet Vehicle Interface (F-15) 6150-01-521-3205AY Lower Helmet Vehicle Interface (F-16) The organic maintenance/repair capability shall consist of all technical publications, equipment/tooling, familiarization source data, and initial on-site technical support. These NSNs were previously synopsized on 22 JAN 07. However, the resultant contract did not include these NSNs at award, and are now being added to the contract via modification. The Government intends to solicit Vision Systems International LLC (VSI), 641 River Oaks Parkway, San Jose CA 95134-1907 for the effort described herein. CAGE code 06VL3. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1). The instant modification is anticipated to be awarded as Firm Fixed Price. This proposed action contract is for a basic three year performance period, with two twelve month optional periods. This synopsis is NOT to be construed as a commitment by the Government, or as a Request for Proposals. Interested parties may identify their interest and capability by submitting a Statement of Capabilities to Mr. Garett Nelson at Garett.Nelson@robins.af.mil. A determination by the Government whether or not to compete the instant contract based upon an assessment of responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement. An Ombudsman has been appointed to address concerns from offerors or potential offerors not sufficiently addressed by the Contracting Officer. The Ombudsman does not diminish the authority of the Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation or selection process.
