Description
NOTICE OF INTENT TO AWARD SOLE SOURCE. Arnold Engineering Development Center (AEDC), Arnold AFB TN intends to award a sole source contract to Innovative Scientific Solutions, Inc. (ISSI), 2766 Indian Ripple Road, Dayton, OH, 45440 for the modification of 45 each existing ISSI LM4 light emitting diode (LED) units to covert wavelength from 450nm to 395nm and increase excitation energy to increase Pressure Sensitive Paint (PSP) output by 2-3 times the current capability. The LEDs and focusing optics will be replaced and the pulser board modified. The LEDs must be capable of the original 5% duty cycle and operate at pressures down to 1.5 psia and temperatures up to 110 degF. The pulse to pulse variation will be less than 1%. The rise time of the optical pulse will be less than or equal to 400 nanoseconds. Fall time will be less than or equal to 100 nanoseconds. Supply 26 each 36V DC with max current capability of 16.6 amps, designed specifically to provide power for two ISSI LM4 LEDs, including a quick disconnect power cable that goes to the LED units. Must operate in low pressure environment (as low as 1.5 psia) and temperatures up to 110 degF without additional cooling. Size of unit must not be more than 8x8x14 and be voltage set internally (i.e., no laboratory supplies). The Estimated delivery time will be 6-12 weeks after contract award. This synopsis is approved for a sole source contract action as authorized in FAR 6.302-1 (supplies or services are considered to be available from only one source). No solicitation package will be issued. However, all interested sources may identify their interest but must provide proof of capability to provide an acceptable product by submitting pricing data, an accurate description of the equipment offered and make and model numbers of the equipment. Only responses containing this data will be considered for the purpose of determining whether to conduct a competitive procurement. Award will not be made on the basis of responses received to this synopsis. If no favorable responses are received by close of business (3:00 PM CST) 15 May 2009, a contract will be negotiated with the above named source.
