Description
The U.S. Army Corps of Engineers, St. Paul District Contracting Division, is requesting Statements of Capability from interested parties for design and construction (Design-Build) of navigation safety improvements at Lock and Dam 3 on the Mississippi River near Red Wing, Minnesota. The current estimated range of construction is $25 Million to $100 Million. Award of the Design-Build contract is estimated to be December 2009 with construction completion by September 2011. This is not a request for proposals, but instead a market research method to determine interested sources prior to a solicitation. The purpose of this Sources Sought Notice is to obtain an indication of interest of businesses and obtain voluntary limited capability information of those interested sources. Contractors shall be capable of providing all technical expertise, equipment, materials and labor to design and construct navigation improvements at Lock and Dam 3. These improvements may include: 1) construction of a lock guide wall extension of approximately 862 feet, 2) dredging and placement of approximately 118,000 cubic yards of materials, 3) construction of any associated navigation improvements A determination by the Government on the method of competing this requirement has not been established. The Government will not award a contract based on this Sources Sought Notice, the information received, nor reimburse participants for the information they provide. All interested companies are invited to submit a Statement of Capability consisting of appropriate documentation, literature and brochures and should include (1) Firm name, address, telephone and fax numbers. (2) Past experience with design and construction of similar navigation projects. (3) A list of existing teaming agreements in place with other businesses. (4) Past performance information on Government contracts of similar size and scope. Responses must be limited to no more than 10 pages. Submission of a Statement of Capabilities is not a prerequisite to any potential future offerings, but participation will assist the U.S. Army Corps of Engineers, St. Paul District, in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government, nor will the Government pay for information solicited. No requests for capability briefings will be honored as a result of this notice. Respondents will not be notified of the results of the evaluation. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. Statements of Capability that do not meet all requirements or submitted within the allotted time will not be considered. A determination by the Government not to compete this proposed contract action based on this notice is solely within the discretion of the Government. Electronic submissions will be accepted. Telephonic requests will not be honored. Contractors must be registered with the Central Contractor Registration (www.ccr.gov) to be eligible for contract award or payment from any DOD activity. Information on registration may be obtained by calling 1-888-227-2423 or via the internet at www.ccr.gov. Registration requires applicants to have a DUNS number from Dun & Bradstreet.
