Description
The purpose of this Request for Information (RFI) is to notify vendors of the Government's requirement for contractor support for Operational Test and Evaluation Support for the Marine Corps Operational Test and Evaluation Activity (MCOTEA), Quantico, VA. The scope of this effort is to provide OT&E and LFT&E Managerial and Technical Support resources required by MCOTEA in support of the Mine Resistant Ambush Protected (MRAP) Program and the Joint Light Tactical Vehicle (JLTV) Program. The contractor shall provide labor, management, supervision, supplies, materials, equipment, and tools, otherwise not provided as government furnished property (GFP), to perform the tasks assigned to support the operational test mission of MCOTEA. The contractor may be required to perform testing, data collection and experimentation in support of combined Developmental and Operational Test, Joint and Multi-Service tests, training activities and other DoD required activities. This Request for Information is issued to notify vendors that are capable of providing the support identified in the attached SOO, and give the vendors an opportunity to provide a capabilities brief to support the requirement. If there is a potential Organizational Conflict of Interest (OCI) please bring that forward. Interested vendors are encouraged to review Title 10, US Code Section 2399, and the Federal Acquisition Regulation Subpart 9.5 prior to responding with a capability statement. The Contract Type is anticipated to be a FFP contract with 2 option years. The Government intends to issue a Request for Proposal (RFP) in approximately 2 weeks from the close of this RFI. This is not a RFP and vendors should not submit formal proposals until the RFP is posted. Interested vendors are encouraged to identify their interest and capability to respond to the requirement and submit a capability brief no longer than 3 pages of their capabilities to satisfy the requirement. Questions or comments concerning the RFI shall be submitted in writing to the Contracting Officer at 3035 Barnett Ave, Quantico, Virginia 22134-5014 or to lashunya.johnson-vin@usmc.mil. Verbal questions and comments will not be entertained regarding this announcement. All inquiries must be submitted in writing. Responses are due no later than 6 May 2009 at 1600 est.
