- Solicitation No. ADF-09-R-122 The United State African Development Foundation (ADF) has a need to hire a Temporary Program Operations Analyst thru a Personal Service Contract (PSC). The period of the contract will be six months from date of award (base contract). Personal Service Contract (PSC) although not Government employees, shall comply with Executive Order 11222, May 8, 1965, "Prescribing Standards of Ethical Conduct for Government Officers and Employees," and shall comply with ADF regulations implementing this Executive Order. Location: Contracts Office - 1400 Eye Street, N.W., 10th Floor, Washington, DC 20005 Title: Program Analyst (PA) - Professionals with experience in portfolio, economics, development and other comparable experience and education may be considered as program analysts; however; the resume and the responses to the requirements shall be in compliance with the Scope or Work. BACKGROUND - The African Development Foundation (ADF) is an independent corporation of the United States Government. Its mandate is to foster community-based development in Africa. ADF programs focus on: 1) responding to the priority needs of grassroots communities and marginalized groups; 2) assisting indigenous small and medium-sized enterprises to engage in profitable and sustainable local, regional, and international trade; and 3) documenting, promoting, and disseminating best practices related to community based participatory development and to enterprise development. ADF provides conventional grants to non-governmental organizations and community reinvestment grants to indigenously owned businesses in African countries. II. INTRODUCTION -The Positions are located in the Field Operations Division. The Division is responsible for overseeing and coordinating all aspects of ADF's administration and program development overseas and for internal review and approval of proposed country strategies, programs and projects. The Division consists of Regional Program Coordinators (RPC) based at ADF headquarters, and country field offices and implementing partners located in Africa. The Division develops and implements ADF country strategies; engages in outreach in the counties where ADF operates; identifies, screens, and selects organizations that might benefit from ADF's support; ensures compliance by applicants, grantees, and contractors with all ADF policies and program guidelines pertaining to project development and approval; and works with strategic partners, U.S. government agencies, host governments, donors, and development organizations to promote and expand ADF's programs and to leverage additional funding. III. GENERAL REQUIREMENTS/ SCOPE OF WORK - The Program analysts shall be assigned to assist a Regional Program Coordinator in the Field Operations Division. The primary work focus will be the quality control and preparation of at least 25 project funding packages to meet a minimum $3 million funding target. Contractor will perform the following specific task requirements: • Verify that the packages include all required documents before distribution for compliance review and final legal review. • Work, especially with the francophone field teams, to assure documentation is thorough and is submitted in a timely fashion to meet established deadlines. • Analyze all budget and budget narrative justifications for cost-effectiveness and adequacy, following ADF procurement policy. • Carry out preliminary review of marketing, technical and financial analyses for all new projects and provide comments to the RPC. Occasionally research equipment specifications on internet to assure correctness of capacity for project. • Review and revise the Appendix As assuring cogent statements of project purpose, indicators and activities. • Draft project summary profiles for the Ambassadorial Notification letters, grant processing cover sheets and other required documents needed for final project approval. • Prepare and maintain spreadsheets and other documentation related to regional obligations. • Support the RPC while h/she is in the field by assuring funding packages clear all steps in the approval process. • Review monthly narrative and financial reports from the Rep offices, analyze spending patterns and determine issues for RPCs follow-up action. • Assist RPC in ensuring field offices comply with ADF financial policies regarding budget management, carry out initial reviews of budget requests and draft feedback comments. • Review project and partner audit findings and ensure follow up is in process or completed. • Perform other duties as assigned. IV. QUALIFICATIONS Phase 1: Desired Qualifications Phase 2: Technical Evaluation Factors Phase 3: Interviews PHASE 1: Desired Qualifications: As needed, Offerors shall cite the entity (ies) and location(s), period of service(s) and description of the service(s) provided that demonstrates the ability to provide the services identified in each of the factors. Please submit your responses to the six (6) Desired Qualifications stated below 1. At least two years of relevant work experience in an organization or government agency that works in international development. 2. Bachelor's degree from an accredited college or university. 3. Strong verbal and written communication skills; working knowledge of French. 4. Experience in a position requiring a high level of attention to detail. 5. Experience interpreting and applying policy or regulations and assuring compliance. 6. Experience in developing and analyzing Excel spreadsheets. Applicants who satisfy the desired qualification requirements will be selected to pass to Phase 2. PHASE 2: Technical Evaluation Factors: V. EVALUATION CRITERIA Please provide a written statement detailing your knowledge and/or experience with the Four (4) Technical Evaluation Factors cited below: 1. Knowledge and/or experience with international development issues affecting small producer groups and micro enterprises, particularly in Africa; (30 points) 2. Experience and/or skills in carrying out quantitative and qualitative analyses; (25 points) 3. Ability to develop and analyze Excel spreadsheets; (25 points) 4. Ability to read and understand French. (20 points) VI. INTERVIEWS -The top ranking candidates will be contacted for interviews. Interviews may be conducted in person or by telephone. ADF shall not reimburse interview costs. These candidates will be evaluated based on the following: • Communication and technical skills and/or experience as it relates to the Statement of Work. Applicants who pass the technical evaluation factors will pass to Phase 3 PHASE 3: Interviews Based on Phase 1 and Phase 2 results, the two top ranking candidates will be contacted for interviews. Interviews may be conducted in person or by telephone. ADF shall not reimburse interview costs. In Phase 3, candidates will be evaluated based on the desired qualifications and technical evaluation criteria. The Regional Program Director may include othe subjects as needed. VII. (ADF reserves the right to obtain from previous employers relevant information concerning the applicant's past performance and may consider such information in its evaluation), 2. Qualified individuals are requested to submit a resume, which shall contain at a minimum, the following: (a) Personal Information such as full name, mailing address, email address, day and evening phone numbers, country of citizenship; (b) education: name of schools attended (primary, secondary and college or universities), locations, dates, type of degrees received and major; (c) work experience: provide the following for paid and unpaid work experience related to the jobs for which you are applying (do not send job descriptions): job title; duties and accomplishments; employer's name and address, superiors name and phone number, start and end dates (month and year), hours per week, salary: (d) other qualifications: other pertinent information related to the qualifications required for the position; including job-related skills, such as languages, computer skills. 3. Written responses to Required Qualifications and Technical Evaluation Factors Applicants who fail to submit a complete application shall not be considered. METHOD OF AWARD Award shall be made based on the best overall value to the Government. The Contracting Officer (CO) will use the technical merits of each proposal along with pricing to determine the successful offeror. IX. BENEFITS/ALLOWANCES - Conditions of Employment Benefit: The selected offeror must be aware that temporaty employees do not receive any benefits, however; per diem costs and tranportantion will be provided. ADF Personal Service Contractors are not exempt from payment of Federal Income Taxes.
