- This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Firm, fixed-price quotes are requested under Request for Quotation (RFQ) Solicitation number L09PS00420. This document incorporates provisions and clauses which are in effect through Federal Acquisition Circular (FAC) 2005-32. This solicitation is set-aside for small business under North American Industry Classification System (NAICS) code 1151310. The Small Business Annual Receipts for the firm and its Affiliates, for the preceding three (3) fiscal years does not exceed $17.5 million. The line item number is: 0001, Kuna Hazardous Fuels Grazing Contract, Estimated Quantity 120 Acres. This solicitation is "All or None" Estimated Delivery Date: June 30, 2009. WORK STATEMENT FOR THE KUNA GRAZING CONTRACT Description of Work: The Contractor shall use grazing goats and/or sheep to physically reduce accumulation of fine fuels (cheatgrass) on up to 120 acres of land managed by the Boise District BLM located approximately two miles south of Kuna, Idaho near the Forrey Heights Subdivision. Grazing will begin no later than May 11, 2009 and will be completed no later than June 30, 2009. If there is sufficient regrowth of cheatgrass during the contract period, Contractor will regraze affected areas to the Government's satisfaction until June 30, 2009. Contractor will broadcast seed (supplied by BLM) on areas to be grazed prior to livestock entry, so that livestock may trample the seed into the soil. Location of Work: The selected site is located approximately two miles south of Kuna, Idaho near the Forrey Heights Subdivision. The general area is described as Sections 2, 3, and 4, Township 1 North, Range 1 West, Boise Meridian, Ada County, Idaho. The specific affected area is a 350 foot wide strip of land lying along the south side of Kuna-Mora Road, starting at the northeast corner of the NW1/4NW1/4 of Section 2, and extending west along the north boundary of Sections 3 and 4, and then south along the west boundary of Section 4 to the approximate southeast corner of the NW1/4NW1/4 of Section 4. Pre-Work Conference: The Contracting Officer will arrange a pre-work conference to ensure a clear understanding of the scope of the contract, documentation requirements, and inspection schedules. CONTRACTOR-FURNISHED PROPERTY AND SERVICES The Contactor shall furnish all animals, fencing and equipment, and animal supervision to perform all work as set forth in the specifications. The contractor shall provide 24 hour contact information on the site and will be available for any questions or site visits during the project. The Contractor shall haul water from source to grazing area. Camping: The Contractor shall be permitted to camp on-site to insure the animals' safety at night. The campsite shall be maintained in a sanitary and orderly condition by clearing the site(s) of all debris, refuse, and garbage before leaving the area. GOVERMNENT-FURNISHED PROPERTY The Government will furnish to the Contractor maps and access to the area. The Government will walk the Contractor over the exact area to be grazed and designate special areas to be avoided. If necessary, the Government will supply property boundary markers. The Government will identify and supply a water source that will be located within a reasonable distance. For this project, livestock water can be acquired by pumping directly out of an adjacent irrigation canal, or by using the City of Boise's water pump, located at their 20 mile south farm, approximately 10 miles from the grazing site. It will be the responsibility of the Contractor to haul water from the source to the grazing area. SPECIFIC TASKS Grazing reduction of fine fuels. Treatment method: The livestock (sheep and/or goats) will be contained within a temporary fenced area(s) and allowed to graze until the fine fuels have been reduced. The Contractor agrees to keep animals contained within the designated area(s), in a safe manner excluding situations out of the Contractor's control including but not limited to: animals released by mischievous intent, severe predator attacks, or other acts out of the Contractor's control that would make the animals bolt and escape their enclosed area. The following provisions and clauses apply to this procurement: FAR 52.212-01 Instructions to Offerors - Commercial Items; FAR 52,212-02, Evaluation-Commercial Items is applicable, and the following shall be included in paragraph (a) of this provision. Quotes will be evaluated on past performance, and price listed in descending order of importance. Past performance will be based on the Contracting Officer's knowledge, contacting provided references, and other reasonable sources.
