SPECIAL NOTICE - TRICARE Quality Monitoring Contract (TQMC-09) This is a special Request for Information (RFI) notice posted to the FEDBIZOPS (FBO) on May 1, 2009. It has been determined by the Department of Defense (DoD), TRICARE Management Activity (TMA) to resolicit for the TRICARE Quality Monitoring Contract (TQMC) services which had a previous posted (2-12-08) Request for Proposal (RFP) which had been cancelled. The purpose of this RFI is to identify interested parties and to receive comments and recommendations as to the revised draft Statement of Work (SOW)/Performance Work Statement (PWS) pending the finalization of a formal TQMC-09 RFP with a release target of July 31, 2009. The draft SOW/PWS is only available on the TMA Acquisition website for Industry Forum under Other Health Care/Support Services at this link http://www.tricare.mil/contracting/healthcare/industryforum. All responses to this RFI shall be submitted through the E-Mail Questions To The Contracting Officer link at the TQMC-09 Industry Forum site denoted above. All identification of interested parties, recommendations or comments shall be submitted for consideration no later than 15 days of the posting date of this RFI notice. Those parties interested in participating in this acquisition, request that you provide a response to this RFI as to interest, capability, and experience. In addition, any party may submit comments or recommendations as to the nature and manner of services denoted under the Draft SOW/PWS for the TQMC-09 services for the Government's consideration. Those E-E-MAIL QUESTIONS TO THE QUESTIONS TO THE CONTRACTING OFFICER GENERAL: Contract Term of Performance: Projected - a base transition period (6 to 12 months) and 4 option periods of one year each. SCOPE: The purpose of this contract is to assist Health Affairs, TRICARE Management Activity (TMA), the TRICARE Regional Offices (TRO), the Designated Provider Program Office (DPPO), the TRICARE Overseas (TAO) Europe, Pacific and Latin America/Canada Program Offices, the TRICARE Dual Eligible Fiscal Intermediary Contract (TDEFIC) Contracting Officer Representative (COR) and the TRICARE pharmacy and TRICARE dental program offices, by providing the Government with an independent, impartial evaluation of the care provided to Military Health System (MHS) beneficiaries. The TRICARE Quality Monitoring Contractor (TQMC) shall review care provided by the Designated Providers (DP) under the Uniformed Services Family Health Plan (USFHP), the Managed Care Support Contracts (MCSCs) and the TDEFIC contractors. In addition, the TQMC will review records from other TRICARE contractors (e.g., TRICARE pharmacy and dental contractors) to satisfy requirements to validate the quality of care delivery under the TRICARE benefit. The TQMC will be part of TRICARE's Quality and Utilization Review Peer Review Organization Program, in accordance with 32 CFR 199.15. The Objectives under this contract are: To provide an independent, impartial evaluation of the health care provided to the MHS beneficiaries. To evaluate "best value health care" as defined in the TRICARE Operations Manual 6010.51-M, August 1, 2002, Appendix A, Acronyms And Definitions To measure, evaluate, and identify superior quality health care services and recommend means to transfer successes. To provide comprehensive and timely reviews that are consistent with all TRICARE requirements, to ensure receipt of appropriate levels of health care for all beneficiaries. Additional Services not denoted in objectives: Records Security and Confidentiality. Health Insurance Portability and Accountability Act (Security and Privacy Rule) and Privacy Act compliance. The DoD Information Assurance Certification and Accreditation Process (DIACAP) is the standardized approach to the Certification and Accreditation (C&A) process within DoD. Internal/External Case Reviews for Office of General Counsel - Appeals and Hearings. Mental Health Facility Certification. Performance of health care technology assessments. Validation of HEDIS Measures. Transition Assistance Management Program (TAMP) Reviews. Organizational and Consultant Conflicts of Interest: Your attention is directed to FAR Subpart 9.5, "Organizational and Consultant Conflicts of Interest." Services required by the Government include tasks in which the TQMC and/or its personnel and subcontractor(s), shall review care managed by the Managed Care Support Contractors (MCSCs) and their subcontractor(s), and claims processed, or to gain access to procurement sensitive information as defined by Title 41 United States Code, Section 423. Such task(s) may include, but are not limited to personal and substantial involvement in the support of subsequent competitive acquisitions for services with payment of the services by appropriated funds. In order to avoid any organizational conflict of interests, or the appearance thereof, the TQMC must agree as a condition of award, that it shall not offer in response to any solicitation, nor shall it be eligible for award of any contract, nor serve as a consultant or subcontractor to a MCSC, DP, TDEFIC, TMA pharmacy contractor, or other TMA contractor, perform TMA Claims Processing or to perform utilization review for a MCSC or DP. This restriction shall remain in effect for a period of 6 months from the date of final acceptance of all work under this contract and shall apply as well to any subsidiary, affiliate, joint venture, merged party, successor or assignee of the TQMC.
