- The Space and Naval Warfare SystemsCenter (SPAWARSYSCEN) Atlanticintends to issue a solicitation on a SoleSource basis, Firm Fixed Price contractto SIE Computing Solutions 10 MupacDrive, Brockton, MA 02301 U.S.A.. Thisprocurement is for NAVMACS SubSMSVME. The physical characteristics of thechassis are specifically tailored to meetthe space and environmentalrequirements of the Los Angeles ClassSubmarine Radio Room. The VMEchassis, (Part Number: 709CSSPBPFC-101) is the main housing for allSubSMS processors, I/O Processors,hard disks, CD-RW drives, and floppydrives. It contains 5 separate VMEbackplanes which host 5 separate twoslot VME cards and 5 separate singleslot VME cards. As part of the designsupport, Carlos-Gvazzi (a subsidiary ofSIE Computing Solutions) holds theproprietary rights to the SubSMS VMEchassis. The SubSMS VME chassis wasdesigned with the support of Carlos-Gavazzi to provide redundant DC powersources, and access to 5 separate setsof computer peripherals. The chassiswas subjected to extensiveenvironmental testing including shock,vibration, temperature, humidity,electromagnetic interference, and dustallowing the chassis to obtain shockand environmental qualificationsissued by NAVSEA. Given thespecialized physical and electricalrequirements, the expansive set ofenvironmental testing, the limitednumber of systems remaining topurchase, and the proprietary rights,the proper course of action is to initiatea sole source contract vehicle for theremaining SubSMS VME chassis. Thecontract vehicle should provide forpurchase of no more than 30 chassis,over a time frame of 3 years,beginning with an anticipated minimumpurchase of 5 units in Fiscal Year 2010.SIE Computing Solutions is themanufacturer of the SubSMS VMEChassis. The estimated value of thiscontract is $1,800,000. A Firm FixedPrice, Indefinite Delivery, IndefiniteQuantity (IDIQ) contract is anticipated.The NAICS Code is 334111 with a sizestandard of 500 employees.This is a notice of intent and is NOT arequest for competitive proposals.Inquiries regarding this notice shouldbe directed in writing to Mr. JohnSullivan, Contract Specialist, atjohn.j.sullivan3@navy.mil no later than2:00 pm (EST) on 15 May 2009.
