- This is a sources sought synopsis announcement; market survey for information only, to be used for preliminary purposes. No proposals are being requested or accepted with this notification. This is not a solicitation for proposals and no contract shall be awarded from this notice. The CECOM Contracting Center APG-EA, MD has been tasked to solicit for and award a project which may include Non-Recurring Engineering (NRE) and Prototype installations for the following: C-12D, C-12 Special Project, or DHC-7/MARS. The anticipated contract may also include other configurations of these Fixed Wing Platforms. Non-Recurring Engineering may consist of providing a technical data package to include, but not limited to, developmental drawings, wiring diagrams, block diagrams and corresponding installation instructions with unlimited Government data rights. This notification is issued to identify interested sources to produce and install A-Kits consisting of, but not limited to, wiring harnesses, structural mounts, Electro-Optic Missile Sensor (EOMS) fairings, and inertial navigation units (INS) for the AN/AAR-57 Common Missile Warning System (CMWS) on US ARMY fixed wing platforms. The proposed action is for a five-year Indefinite Delivery Indefinite Quantity (IDIQ) type contract for AN/AAR-57 Common Missile Warning System (CMWS) Aviation Kits (A-Kits) for US Army/US Navy Fixed-Wing Aircraft, A-Kit installation, and engineering services to support prototype development, prototype installation, and testing. The A-Kit hardware will be a firm-fixed price contract with a Cost Plus Fixed Fee line item for aircraft installation and engineering services for A-kit development and prototype installation of new fixed wing platform variants. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information requests. The purpose of this sources sought notification is to gain knowledge of interest, capabilities and qualifications of various members of the business community. The type of solicitation to be issued will depend upon the response to the sources sought notification. The Government must ensure that there is adequate competition among the potential pool of responsive contractors. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The estimated minimum quantity is 15 and the estimated maximum quantity is 92. Of that quantity of 92, it is estimated that 9 will not require installation, instead they will be treated as spares. The engineering support portion of this contract will be for new aircraft types and/or new platform variants that dont currently have A-kits and that quantity will be determined as needed during the contract but is estimated to not be greater than 10. The offerors shall clearly show they possess the Engineering Development and Production Facilities, Modeling and Simulation Capability required to demonstrate USG requirement conformance. The offerors shall demonstrate that they have prior experience building and installing complete five sensor with INS CMWS A-kits on multiple aircraft types and multiple platform variants of Army fixed wing aircraft. The offerors shall demonstrate they have prior experience designing and developing Fixed Wing A-kits to include, but not limited to, LRU locations, blockage maps, and effectiveness analysis. The offerors shall be familiar with MIL STD production processes, have ISO 9000/9001 Quality Standard Certification and a Configuration Management system in place. The offerors shall be cleared up to the secret level and possess export licenses to ship components Outside Continental United States (OCONUS). Offerors must be able to provide warehousing and shipping support for all CMWS components and kits for the entire length of the contract. The US Army CECOM Contacting Center has established the IBOP website as part of the Armys Single Face to Industry, to allow electronic posting of Solicitation for Request for Proposals (RFPs), Request for Quotations (RFQs), and Invitations for Bids (IFBs) from CECOM Contracting Center to industry. All parties interested in doing business with CECOM Contracting Center are invited to access, operate, send and receive information from the IBOP at https://abop.monmouth.army.mil Interested sources should respond via the Interactive Business Objects Page (IBOP) to the POC listed below by NLT 30 days from the opening date of this announcement. Interested sources should respond with a synopsis of interest posted directly to the IBOP.
