- Aircraft Request for Information (RFI) Purpose: The Program Executive Office for Intelligence Electronic Warfare and Sensors (PEO IEW&S) and Product Manager Fixed Wing (PM FW), in conjunction with the Communications Electronics-Life Cycle Management Command (CE-LCMC) Acquisition Center, Fort Monmouth, NJ, are seeking information from potential sources regarding the selection of a Reconnaissance Surveillance Target Acquisition (RSTA) / Intelligence, Surveillance, and Reconnaissance (ISR) aircraft. This survey is for the purpose of obtaining information only. No contract award or funding of any kind will occur as a result of this RFI. Program Description: The Army has been asked to explore the possibility of fielding a Quick Reaction Capability (QRC), long endurance, RSTA/ISR, twin engine, turboprop, fixed wing aircraft system to support ongoing tactical contingency operations. This program would field the QRC in the 2012 timeframe. Planned payloads will include Communications Intelligence (COMINT), Synthetic Aperture Radar/Ground Moving Target Indicator (SAR/GMTI) and Electro- Optical/Infrared (EO/IR) systems which will require an aircraft with robust size, weight, power and cooling. System quantity is yet to be determined. Based on the success of this effort, additional systems may be procured. Requested Information: The purpose of this request is to gather information that may not be available in open publications, in order to determine the applicability of available aircraft to meet program specifications. Attached is a list of parameters that are necessary to accomplish our study. We respectfully request that the enclosed data sheet (Microsoft Access) be populated to the fullest extent possible. All data provided will be considered proprietary and will be used solely for the purpose of this study. Each submission will be handled with confidentiality. The database requests specific aircraft performance and equipment information, and allows additional space for clarification. Additional information that may clarify your responses is welcomed and may include data on current and projected supplemental electrical power, supplemental cooling and auxiliary fuel designs and capabilities. If data is provided on an aircraft or modification that is not currently certified, please address the risk to certification and/or projected certification date. Performance charts/manuals may also be submitted. Responders are hereby informed that non-government staff supporting this program will have access to submitted material, and that submission of a package constitutes consent to the disclosure of proprietary information to those non-government staff. A list of non-Government Organizations supporting PEO IEW&S and PM FW in this effort is provided and the Government already has in place Non-Disclosure Agreements (NDA's) with these non-Government organizations. To reiterate, data provided will be considered proprietary and will be used solely for the purpose of this study. Each submission will be handled with the utmost confidentiality.
