Description
The VA Medical Center in Coatesville, PA is seeking professional A/E services to Upgrade the HVAC System in Bldg 4, Project No. 542-07-105. The consultant shall provide all architectural and engineering services as defined to accomplish complete contract drawings, specifications, technical reports and cost estimates. The project will replace the existing (2) air handling units and glycol heat recovery system on the east and west ends of building 4. Work includes equipment removal, and new equipment such as piping, ductwork, pumps, replacement of valves, strainers, flex connectors and return fans, valves, chilled water pumps with variable frequency drive (VFD), heating water pumps with VFD, humidifiers, variable speed drive, reheat coil valves, attic ventilation system, hot water reset, and new AHU with energy recovery wheels in building 4. The project will also will replace the existing pneumatic control system with new Direct Digital Controls (DDC) for building 4 including the connection of controls to the Trane BMS system in 17). All related electrical work is included. The new air handler, pumps and return fan shall be connected to emergency power. This project shall include all necessary demolition, mechanical, electrical, and ductwork modification for a complete functional system. A/E Services to include site investigation and verification of as-built drawings, drawings and specifications, cost estimates, construction period services and site visits. A/E will provide 50% design submission, 90% design submission, and final submission. The work shall meet all applicable VA design criteria and construction standards. The estimated construction budget is between $250,000 and $500,000. The area of consideration for this acquisition is restricted to firms within 100 mile radius of the VA Medical Center in Coatesville. Interested firms must submit two (2) copies of SF330 with appropriate documentation to Contracting Officer (542/90C), VAMC, 1400 Black Horse Hill Rd., Coatesville, PA 19320 by close of business Friday, May 29, 2009. NAICS 541330 applies. This is not a request for proposals. This procurement is set-aside 100% for small business concerns. See numbered notes 1 and 24.
