Description
SATOC Contractors POCs Information RECOVERY - THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER SUSTAINMENT, RESTORATION & MODERNIZATION ACQUISITION TASK ORDER CONTRACT (SATOC). "In compliance with the transparency and accountability requirements associated with the supplemental appropriations provided by the American Recovery and Re-Investment Act of 2009, Pub.L. 111-5, the Government posts this presolicitation notice of intent to issue a task order under an established Indefinite Delivery Indefinite Quantity (IDIQ) type contract with the Prime Contractors presently assigned to the Sustainment, Restoration & Modernization Acquisition Task Order Contract (SATOC) which is operated by HQ AETC CONS LGCT office, c/o HQ AFCESA CONS CEKC at Tyndall AFB, FL. Many of the taxiways, aprons, and ramps are devoid of binding asphalt material, leaving large amounts of gravel loose on the surface. This is causing Foreign Object & Debris (FOD) problems. The taxiways are closed to fighter aircraft. Taxiways and aprons are breaking up, making them difficult to maintain and posing a high risk to aircraft tire and engines. A pavement condition index (PCI) condition survey was done in 2007, with an average score of 47 for the aprons and 42 for the taxiways; both results are unsatisfactory. In addition, the pavement is worn down with no grooving remaining, causing a dangerous hydroplaning situation on the runway. Already under contract is the requirement to mill and overlay the main runway. Season one, of two, for this construction effort is currently scheduled to start mid-July 09 with demobilization occurring in early Nov 09. The SATOC apron/taxiway repair Contractor shall work seamlessly with the main runway repair SATOC Contractor. Any coordination conflicts will be addressed by the COR and the CO as appropriate. The taxiway and apron airfield repair project, along with the main runway repair project, will bring the entire airfield up to an adequate level of serviceability.
