- Description
- NASA John F. Kennedy Space Center intends to award a sole-source procurement toDynamac Corporation, Rockville, Maryland, pursuant to 10 U.S.C. 2304(c)(1); only oneresponsible source. NASA KSC intends to continue performance for a period of twelve (12)months, from October 01, 2009 through September 30, 2010, as well as provide three (3)one-month options, for a total of 15 months, to allow the orderly award of, andtransition to the follow-on contracts.The current contractor provides Life Science Support Services for NASAs Kennedy SpaceCenter operations at Kennedy Space Center, FL, under Contract NAS10-02001. Theseservices include project/program management, laboratory operations, educational outreach,biological science, medical operations, and occupational health, coordination, technicaldocumentation, environmental/ecological studies; facility support consisting ofoperation, maintenance, management, and modification of assigned facilities, systems, andequipment; support services such as logistics administrative, security, inspection,procurement, and training services. This action only provides for project/programmanagement, laboratory operations, biological science, facility support consisting ofoperation, maintenance, management, and modification of assigned facilities, systems, andequipment, and support services such as inspection and procurement, as the balance of theexisting contract is transitioning to the Medical Environmental Support Contract (MESC)and the Institutional Support Contract (ISC).The Life Science Support Services provide a wide range of support and are essential tosupport life science activities at the NASA Kennedy Space Center. Dynamac has managed thecurrent contract since December 2001, and has the infrastructure in place to continue toprovide these services without any interruption, for the brief extension period. Theyhave the experience, management skills, and trained personnel to carry out the day-to-dayoperations and meet the required schedules. Because of the time involved in procuringand phasing-in services from another contractor and because of the short-term nature ofthe contract extension, Dynamac is considered to be the only source capable of meetingNASA's needs without a disruption of services, as a subset of work involves FlightHardware development, Flight Integration, and biological Payload Processing, which arescheduled for Shuttle manifests and disruption would impact the Agencys ability to meetthe science mission objectives. Currently, Dynamac is tasked with Payload Development fortwo international projects which will extend beyond 30 Sep 09: the Advanced PlantExperiments on ISS-Cambium, and the Lada Vegetable Production Unit Plants, Protocols,Procedures and Requirements wih the Canadian Space Agency and the Russian Space Agency,respectively. Additionally, the contractor developed for NASA the Advanced BiologicalResearch System flight hardware that is being is being launched as part of theAPEX-Cambium payload and will remain on ISS indefinitely for future biological payloaduse. This is not a formal solicitation. This synopsis is not considered a request forproposals. There is no solicitation document available. Interested organizations maysubmit their capabilities and qualifications to perform the effort in writing to theidentified point of contact not later than 4:00 P.M. Eastern Time on May 13, 2009. Suchcapabilities and qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination bythe Government not to compete this proposed effort on a full and open competitive basis,based upon responses to this notice is solely within the discretion of the Government.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.[OMBUDSMAN STATEMENT IS REQUIRED]An Ombudsman has been appointed.
