The purpose of this amendment is to announce the release of the Global Positioning Systems (GPS) Wing Request for Proposal (RFP) number FA8807-09-R-0003 for the GPS Advanced Control Segment (OCX) on 29 April 2009. GPS is a satellite-based radio navigation system that serves military and civil users worldwide. GPS users process satellite signals to determine accurate position, velocity, and time. GPS is an Acquisition Category ID program. GPS must comply with 10 United State Code (USC) 2281, which requires that the Secretary of Defense ensure the continued sustainment and operation of GPS for military and civilian purposes; and 42 USC 14712, which requires that GPS comply with certain standards and facilitates international cooperation. The NAICS code for this acquisition is 541712 and the size standard used is 1,000 employees. OCX will provide command, control, and mission support for the GPS Block II and III satellites as well as support to existing and new interfaces. OCX, in conjunction with the modernization of the GPS Block II and the introduction of GPS Block III assures reliable and secure delivery of enhanced position and timing signals to serve the evolving needs of GPS military and civil users. This is a Phase B acquisition for OCX that is heavily dependent upon the Phase A work performed on contracts with Northrop Grumman and Raytheon resulting from solicitation number FA8807-07-R-0001. Work performed under the Phase B contract will include development of OCX Blocks 1.0 and 2.0. Block 1.0 will replace existing legacy GPS command and control system and allow for use of the modernized capabilities (L2C, L5, M-Code) currently on or planned to be on orbit. In addition to Block 1.0 capabilities, Block 2.0 will integrate GPS IIIA satellite capabilities into the baseline and ensure availability of OCX to be synchronized to support launch, telemetry, tracking, and control (TT&C), on-orbit checkout and operations of the first GPS IIIA satellite. This contract will also include options for interim contractor support, transition support, special studies, and sustainment for up to five years. The award decision for Phase B will be based in part upon an evaluation of the content from Phase A data deliverables including, but not limited to, Integrated Master Schedule, Software Development Plan, Software Architecture Description, Human Engineering Program Plan, Control Segment Transition Plan, System Engineering Management Plan, Segment and Software System Measurement Report, Facilities Plan, Integrated Support Plan, Risk Assessment Report; and a Modernized Capability Engineering Model (MCEM) Technical Demonstration. MCEM Technical Demonstration Instructions are available from the contracting POCs below. In addition, the Government will consider relevant past performance on the contracts awarded in response to solicitation number FA8807-09-R-0001. Proposals are due 20 June 2009 as stated in Section L of the RFP. BIDDERS LIBRARY The RFP and attachments can be found under Bidders-OCX at https://gps.losangeles.af.mil/gpslibrary/. The DoD mandates the Public Key Infrastructure (PKI) requiring all DoD restricted web sites and web-based applications to verify users via digital identification certificates, rather than a username and password, before granting access. In order to access the Bidder's Library and view the OCX RFP or any of the aforementioned systems, each contractor must have the following PKI components: (a) A DoD Common Access Card (CAC) with a valid PKI certificate, along with a CAC reader and software. (b) A DoD-approved External Certification Authority (ECA) certificate http://iase.disa.mil/pki/eca/index.html This process may take up to 8 days to complete and there is a nominal fee. OMBUDSMAN: The Space and Missiles System Center Ombudsman is Mr. James Gill. You can reach him at james.gill@losangeles.af.mil or at (310) 653-1789. An Ombudsman has been appointed to hear concerns from potential offerors. The purpose of the Ombudsman is to receive and communicate concerns with potential offerors when an offeror prefers not to use established channels to communicate his concern during the proposal development phase of this acquisition. The Ombudsman will communicate certain offeror issues, disagreements, and recommendations on this acquisition into the proper channels. The Ombudsman's role is not to diminish the authority of the program director or the contracting officer but to advocate an offeror's concern on a non-attribution basis. The Ombudsman will maintain strict confidentiality as the source of the concern when requested by the offeror. The Ombudsman will not participate in the evaluation of the proposals or the source selection process for this acquisition. Pursuant to the SAFETY Act and FAR 50.205-2(b)(1)(i), GPSW is requesting a pre-qualification designation notice and it is under review by DHS. Federally Funded Research and Development Centers may provide unique capabilities that an offeror may want to utilize. Part 35.017 of the Federal Acquisition Regulations provides the policy and process to obtain such services.
