Description
NASA/GSFC has a requirement for VALIDATION ANALYSIS OF THE AQUA ADVANCEDMICROWAVE SCANNING RADIOMETER(AMSR-E).Task 1 Provide a validation analysis of Aqua AMSR-E Antarctic sea ice concentrationsusing the Aqua Moderate Resolution Imaging Spectroradiometer (MODIS) broadband albedoscenes.Task 2 Provide a validation analysis of the Aqua AMSR-E snow depth on sea ice productmaking use of the NASA P-3 aircraft data sets acquired during the March 2006 Arctic fieldcampaign. Task 3 Provide a validation analysis of AMSR-E sea ice concentrations under cloudyconditions in the Fram Strait region. Task 4 Provide an analysis of open water/meltpond discrimination using the L-bandradiometer flown on the NASA DC-8. Task 5 Support the extension of the 30-year sea ice extent and area time series usingrecent DMSP F13 data archived at the National Snow and Ice Data Center in Boulder, CO.Task 6 Support the DMSP F13 SSMI and F17 SSMIS comparative analyses with the objectiveof eventually extending the sea ice time series using the F17 SSMIS data. At the end of the year a report summarizing the progress made on each research task.NASA/GSFC intends to purchase the items from D J Cavalier pursuant to FAR 13.106 for theacquisition of supplies or services determine to be reasonably from one source, as theyare uniquely qualified for this effect. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities statement to perform the effortin writing to the identified point of contact not later than 2:30 p.m. local time on May4, 2009. Such statements will be evaluated solely for the purpose of determining whetheror not to conduct this procurement on a competitive basis. A determination by theGovernment not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
