- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is ACF3863 and it is issued as request for quotation (RFQ). This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-31 This RFQ is a small business set-aside and the associated NAICS code is 316991 and small business size standard is 500 employees. CLIN 01-Quantity ten (10) Each; CaseCruzer PN: CR-2217-12- with extending handle and wheels. Pelican case with custom foam interior per DWG NO FA-108-0929-011 APP-1620 case. Holds 5 Panasonic toughbook CF-Y7 & accessories. Exterior Dimensions: 24.81"L X 19.38"W X 13.88"H Interior Dimensions: 22.13"L X 17.13"W (2.00" Top height 10.50" Bottom height) = total height=12.50, no drawing is available under copyright law. Brand Name Justification: The Pelican CaseCruzer PN: CR-2217-12 with extending handle and wheels has become a necessary component of the Office of Human Services Emergency Preparedness and Response (OHSEPR) logistical support caches for emergency deployment in support of our agency’s mandate to strengthen emergency response operations through IT and communications for victims of disasters. As a result, the office has made considerable investments in emergency laptop units for which the CaseCruzer PN: CR-2217-12 serves as an optimum method to transport while providing protection to computers. The case features interior padding and capacity to transport five laptop units for emergency deployment nationwide. Additionally, due to the offices’s familiarity with Pelican, this model is the most reliable and cost effective for this function. All items are to be delivered FOB destination 30 days after award to 370 L’Enfant Promenade, S.W. Washington, DC 20447. The provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The provision at 52.212-2 is not applicable. The Government will award a contract resulting from this synopsis/solicitation to the responsible lowest priced offeror. Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (c) through (m) of this provision. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items (April 2009), applies to this acquisition. The Contracting Officer has indicated the following clauses listed in paragraph (b) as applicable and are hereby incorporated by reference: 52.222-3, Convict Labor (June 2003) (E.O. 11755); 52.222-19, Child Labor—Cooperation with Authorities and Remedies (Feb 2008) (E.O. 13126); 52.232-33, Payment by Electronic Funds Transfer—Central Contractor Registration (Oct 2003) (31 U.S.C. 3332); Offers are due on Friday, May 1, 2009 @ Noon.
