- This publication serves as notice of intent to procure supplies for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), Pacific Marine Environmental Laboratory located in Seattle, WA on a sole source basis with Eppley Laboratory, Inc. The government intends to acquire supplies using FAR Part 13, Simplified Acquisition Procedures. Proposed vendor will provide the following supplies: quantity of 33 each Precision Spectral Pyranometer, Model PSP and qty of 7 each Precision Infrared Radiometer, Model PIR. These solar radiation sensors which measure long and short wavelength solar radiation are being used on remotely moored ATLAS buoys. The PSPs are made with a PBT plastic body case for deployment on ATLAS/TAO buoys. These buoys are part of a large international effort to monitor ocean and atmospheric conditions in the equatorial regions of the Atlantic, Pacific and Indian Oceans. These sensors are part of an existing design incorporated into PMEL buoys and have proven to meet sensitivity and accuracy requirements. Pacific Marine Environmental Laboratory Tropical Atmosphere Ocean project has an inventory of over 150 of these solar radiation sensors and these additional sensors are needed for upcoming project requirements for continuing build-up of the new Indian Ocean (RAMA) array of monitoring buoys and also for supply replacement due to unexpected losses at sea. The government intends to negotiate a firm- fixed price contract for delivery to NOAA PMEL no later than Oct 26, 2009. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days of publication of this synopsis will be considered by the government. This is a small purchase action estimated value not to exceed $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
